FINDINGS FOR ADMINISTRATIVE USE PERMIT <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; <br /> any applicable Master Plan, Special Purpose Plan, Specific Plan, and Planned Development zone; <br /> and any other applicable plan adopted by the County. <br /> • This finding can be made because an agricultural processing facility may be conditionally <br /> permitted in the AG-40 (General Agriculture, 40-acre minimum) zone with an approved <br /> Administrative Use Permit application. The proposed project is also consistent with the <br /> goals, policies,standards and maps of the General Plan related to the proposed A/G General <br /> Plan designation, as the site is located outside of a planned area for urban development and <br /> the proposed agricultural processing facility is considered a compatible agricultural <br /> support use. There are no applicable Master Plans, Specific Plans, and/or Special Purpose <br /> Plans in the project vicinity. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because adequate utilities, access roads, sanitation, drainage, <br /> and other necessary facilities have been provided and the proposed improvements are <br /> properly related to existing and proposed streets and highways. The project will be served <br /> by an on-site well for water, septic system for wastewater disposal, and stormwater pond <br /> for storm drainage. The well and septic system improvements will be subject to the rules <br /> and regulations of the Environmental Health Department and the stormwater pond will be <br /> subject to the rules and regulations of the Department of Public Works. Additionally, the <br /> entrance to the proposed project access from East Pine Street will require an encroachment <br /> permit from the Department of Public works, ensuring that access to the site will meet all <br /> County requirements. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the parcel is of adequate size and shape to accommodate <br /> the proposed facility including all yards, parking areas, and other requirements of the <br /> Development Title. The Site Plan depicts sufficient area for parking and circulation in <br /> compliance with Standards of the Development Title. Additionally, the proposed site has a <br /> process wastewater discharge area approved under R5-2021-0063 that the Central Valley <br /> Regional Water Quality Control Board has determined is sufficient to serve the proposed site. <br /> 4. The location, size, design, and operating characteristics of the proposed use will be compatible with <br /> and will not adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood. <br /> • This finding can be made because an Initial Study prepared for the project found that no <br /> significant impacts as a result of the project are anticipated in regards to the location, size, <br /> design, and operating characteristics. The proposed agricultural processing facility is <br /> surrounded primarily by agriculturally zoned parcels with scattered residences and is also <br /> located directly northeast of an existing similar processing facility. The surrounding area <br /> also includes industrially zoned parcels to the west. The proposed agricultural processing <br /> facility provides a support service to the surrounding agricultural areas and is compatible <br /> with the area. Additionally, with the proposed Conditions of Approval and mitigation <br /> measures contained in the Mitigation Monitoring and Reporting Program, the proposed <br /> agricultural processing facility will not adversely affect the livability or appropriate <br /> development of abutting properties and the surrounding neighborhood. <br /> 5.
