• The proposed project is not anticipated to create any nuisances related to the emission of <br /> odor, dust, gas, noise, vibration, smoke, heat or glare at a level exceeding ambient <br /> conditions with the inclusion of the proposed Conditions of Approval and mitigation <br /> measures from the Mitigation Monitoring and Reporting Program. Requirements from the <br /> Planning Division and Building Division will address noise, vibration, and glare, while the <br /> County Fire Division has provided conditions to prevent smoke and heat. Additionally, the <br /> San Joaquin Valley Air Pollution Control District has included mitigation measures to <br /> address odor, dust, and gas emissions. Requirements from these departments and the <br /> Department of Public Works, Environmental Health Department, Mosquito and Vector <br /> Control District, and the San Joaquin Council of Governments will ensure that the project is <br /> developed to the appropriate standards to avoid creating a nuisance. <br /> 6. The site of the proposed use is adequately served by highways, streets, water, sewer, storm <br /> drainage, and other public facilities and services. <br /> The project proposes access from East Pine Street,and will require an encroachment permit <br /> from the Department of Public Works and route approval for STAA trucks from both the <br /> Department of Public Works and Caltrans to ensure that site access is adequate. <br /> Additionally, in regards to water, sewer, and storm drainage, the project will be served by <br /> an on-site well for water, septic system for wastewater disposal, and a stormwater pond for <br /> storm drainage. The well and septic system improvements will be subject to the rules and <br /> regulations of the Environmental Health Department, and the stormwater pond will be <br /> subject to the rules and regulations of the Department of Public Works. <br /> 7. The proposed use complies with all applicable provisions of this Title. <br /> • The proposed use is classified under the Industry-Agriculture use type, which may be <br /> conditionally permitted in the AG-40 zone subject to an approved Administrative Use Permit <br /> application. The proposed use will be consistent with the Development Title if the project is <br /> approved with the proposed Conditions of Approval related to parking, access, circulation, <br /> lighting, landscaping, and signs, as well as the Conditions of Approval provided by the <br /> reviewing departments and agencies. <br /> Planning Commission Staff Report, PA-2200090, PA-2100295 (GP, SA) 6 <br /> Findings for General Plan Map Amendment and Findings for Administrative Use Permit <br />
