Complaint Investigation Summary Report #. 5105 <br />COMPLAINT ID: CO6GVRMDI Site Location: 16777 HOWLAND RD <br />Activity Summary <br />Activity Date <br />04/12/2022 I received an email from Greg stating that they will be disposing of the excavated <br />soil as non-RCRA hazardous waste at the Waste Management (WM) Kettleman <br />Hills facility, pending an approved amended profile by WM. <br />I contacted Greg and informed Greg that I did not have any concerns regarding his <br />proposed disposal method, however, I still needed additional information to <br />determine if clean-up is adequate. I emailed Greg the following: <br />"Hi Greg. Per our conversation, we need additional information to be able to <br />determine that the clean-up is adequate. <br />Per our previous conversations, the processed water was reported to me as a low <br />pH water that contains residual fertilizer products. I need additional <br />information/documentation to confirm that: <br />The fertilizer products processed at the facility are not hazardous, OR <br />If the fertilizer products have hazardous properties, provide documentation to <br />show that the processed water does not contain any fertilizer products (or detected <br />at levels that are not hazardous), OR <br />All impacted soil has been adequately removed. We would need <br />documentation to verify that the soil no longer contains traces of the processed <br />water (or fertilizer products). <br />As I stated, the main concern is that we do not have a clear understanding of the <br />processed water and it's potential hazards. Feel free to reach out to me for <br />clarification or if you have any questions." <br />10/05/2022 I discussed complaint with lead John Alaniz and emailed John additional complaint <br />information. Further discussion and review is needed to determine next course of <br />action. <br />10/07/2022 I reviewed the disposal records I received via email from Greg Meyer on 5/4/2022 <br />(manifests 023407577JJK and 023407578JJK). Generated the complaint <br />investigation form (5104), complaint investigation summary (5105) and daily time <br />and activity summary (LOG2). <br />10/12/2022 Printed the sample results (fish bioassay test) received from inspector Lydia <br />Baker. Per the test results, "sample should not be considered hazardous waste <br />with respect to acute aquatic toxicity".
