Simplot Company, Lathrop Plant Ponds <br />Area <br />Ms. yang-Lee, <br />This letter is in response to your email dated April 12, 2022, in which additional <br />information on the spill response was requested to determine that the cleanup <br />responding to the January 24 spill, discussed in Notice to Abate CO6GVRMDI, is <br />adequate. <br />Spill Background <br />The release of approximately 110 gallons of process water was due to excess water <br />remaining in a temporary water line being released over bare ground. The area of the <br />spill was marked for reference, photographs were taken, and the County and Water <br />Board were notified the same day. <br />Immediate Spill Response <br />The soils impacted by the 110-gallon process water spill were excavated on January 28. <br />Soils were excavated to a depth of approximately 4 inches, which was conservative, <br />considering that the soils were tightly compacted. The soils were initially stockpiled, <br />characterized (composite sampled) for disposal, then containerized into two bins. The <br />total volume of the containerized soils was approximately 30 yards. <br />County Inspection <br />On January 31, the County visited the Ponds Area to inspect the completed excavation. <br />Following the inspection, the County requested pH readings of the bottom of the <br />excavation area (the soils remaining in place). Readings were promptly provided, and <br />ranged from pH 5 to 6 standard units, according to test strips used in the field. No <br />concerns were shared by the County following receipt of these results. <br />Previous & Similar Spill Response <br />In May 2021, a larger release of process water occurred in the Ponds Area; please <br />reference Notice to Abate C041KW1EE. Soils with visible impacts were removed. The <br />County approved the cleanup response prior to backfilling, after a site visit to observe <br />the completed excavation. In the May 2021 spill response, it is calculated that 1.4 to 1.6 <br />cubic feet of soil was removed per gallon of spilled process water; to respond to the spill <br />in question, it is calculated that 7.4 cubic feet of soil were removed per gallon of spilled <br />process water. <br />J.R.
