This line had been previously cleaned
by Ponder Environmental on June 28. City crews collected samples from three locations in this
section of storm line. The analytical results became available last week, and all three samples
contained significant levels of diesel, with some metals and volatile organics present (results
attached). The most upstream sample was collected from a private stormwater sump on the property
of Stockton Sanitary Wash Rack located at 1505 Navy Dr. This sample contained 490 mg/L of diesel.
With these additional analytical results, there may be evidence that the Anderson St. illicit discharge
of diesel originated from the Stockton Sanitary Wash Rack property. The City is requesting
assistance from the Waterboard to help determine the responsible party and subsequent enforcement
actions. Since discovery of this residue, these sections of City storm lines have been recleaned by
Ponder.
Richard Stiffler
Technical Services Supervisor — Environmental Control
City of Stockton — Department of Municipal Utilities
2500 Navy Drive
Stockton, CA 95206
Phone: (209) 937-8740
richard.stifflerstocktonca.cloy
From: Richard Stiffler
Sent: Monday, July 25, 2022 2:37 PM
To: Young, Holly@Waterboards <Holly.Young@Waterboards.ca.gov>; Taylor, Andrew@Wildlife
<Andrew.Taylor@Wildlife.ca.gov>; Casey Sanders <csanders@apexenvirotech.com >; Fred Mitchell
<Fred.Mitchell@ponder-env.com >; Alaniz, John [EHD <jalanizi@sjgov.org >; Manzo, Elena K.
