This section of storm line is being
re-cleaned today by Ponder. Also new evidence was found of vehicle oil changes occurring along
Anderson St. with oily waste and containers discarded along the street (photos attached). It appears
that illegal disposal of waste oil in this area has been occurring for some time and is continuing.
Richard Stiffler
Technical Services Supervisor — Environmental Control
City of Stockton — Department of Municipal Utilities
2500 Navy Drive
Stockton, CA 95206
Phone: (209) 937-8740
richard.stiffler@stocktonca.gov
From: Richard Stiffler
Sent: Tuesday, July 19, 2022 6:43 AM
To: Young, Holly@Waterboards <Holly.Young@Waterboards.ca.gov>; Taylor, Andrew@Wildlife
<Andrew.Taylor@Wildlife.ca.gov>; Casey Sanders <csanders@apexenvirotech.conn>; Fred Mitchell
<Fred.Mitchell@ponder-env.com >; Alaniz, John [EHD <ialaniz1@sigov.org>; Manzo, Elena K. This work is scheduled for July 20.
Bins of soil and vegetation located adjacent to the ditch (McDougal Canal) are scheduled to be
removed this week.
Additional soil sampling in the ditch per the approved sampling plan is scheduled to begin July
26.
Inspections of businesses along Anderson St. by City staff have been completed and we are
waiting on a few submittals of hauling records and waste manifests. There was no discovery of
any firm evidence of a responsible party from these inspections. When complete, all inspection
records will be scanned and distributed for your review.

Richard Stiffler
Technical Services Supervisor — Environmental Control
City of Stockton — Department of Municipal Utilities
2500 Navy Drive
Stockton, CA 95206
Phone: (209) 937-8740
richard.stiffier@stocktonca.gov

MUD
3
