S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 9/21/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ASSOCIATED TRACTOR SERVICE INC 34 N VENTURA AVE, STOCKTON September 01, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Contaminated dirt saturated with used oil was observed throughout the yard and facility. <br /> -Oily dirt covered with absorbent was observed near the front entrance. <br /> -One open drain pan containing used oil and an oil filter was placed on equipment near the hazardous waste <br /> storage area. <br /> -One 3 gallon drain pan containing used oil was covered with leaves and other debris. <br /> -One 5 gallon bucket and one 3 gallon bucket filled with oily dirt were missing lids. The buckets were placed inside <br /> a 55 gallon hazardous waste drum during the inspection. <br /> -Oily dirt was observed near equipment inside the facility. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean all leaking parts and contaminated soil. Manage the waste according to <br /> Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to <br /> the San Joaquin County Environmental Health Department describing the storage and final disposition of the <br /> cleaned up waste. <br /> This is a Class I violation. <br /> 304 CCR 66262.34(d)(2) Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The following area does not have adequate aisle space: <br /> The hazardous waste storage area had plant debris and equipment blocking access from both sides of the aisle. <br /> REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement <br /> of personnel,fire protection equipment, spill control equipment, and decontamination equipment to any area of <br /> facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed <br /> for any of these purposes. <br /> CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of personnel,fire <br /> protection, spill control equipment, and decontamination equipment to any area of facility operation in an <br /> emergency.
