S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 9/21/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ASSOCIATED TRACTOR SERVICE INC 34 N VENTURA AVE, STOCKTON September 01, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site in the hazardous <br /> waste area: <br /> -One blue 5 gallon and one white 3 gallon bucket containing oily dirt <br /> -One open drain pan containing used oil and an oil filter <br /> -One 1 gallon blue container holding oily dirt <br /> -One blue 5 gallon bucket under a tractor containing used oil <br /> -One blue 5 gallon and one 10 gallon container holding used oil near equipment <br /> -One rusted 55 gallon drum containing oily dirt <br /> -One 275 gallon tote containing used oil <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class Il. <br /> 404 CCR 66262.34(d)(2) Failed to inspect hazardous waste storage areas at least weekly. <br /> OBSERVATION: Per IT Assistant Administrator Larry Borelli,the hazardous waste containers at the facility are not <br /> inspected weekly. <br /> REGULATION GUIDANCE: The owner or operator shall inspect areas used for container storage or transfer, at <br /> least weekly, looking for leaking containers and for deterioration of containers and the containment system caused <br /> by corrosion or other factors. <br /> CORRECTIVE ACTION: Immediately being to inspect hazardous waste storage areas weekly and provide a <br /> corrective action statement and supporting documentation to the San Joaquin County Environmental Health <br /> Department within 30 days. <br /> This is a Class II violation. <br /> FA0020337 PR0537094 SCO01 09/01/2022 <br /> EHD 22-01 Rev.12/06/2021 Page 7 of 10 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
