Doing so results in more cost effective service to the residents served by the small systems, <br /> greater reliability, better system performance and reduced regulatory compliance costs. OLWD's ongoing <br /> effort to connect to the City of Manteca is one example of regionalization that was encouraged and <br /> fostered by the RWQCB. <br /> We understand that the RWQCB is now studying and planning a project that would consolidate the <br /> operations of the Islander Mobil Home Park's wastewater treatment and disposal system (located at <br /> 20801 Woodward Ave #43 across Walthall Slough from OLWD) with the City of Manteca with <br /> wastewater possibly being conveyed through OLWD's existing and/or under construction facilities. <br /> We understand that the Islander Mobile Home Park has 85 connections and an estimated population of <br /> about 150 persons and, according to a San Joaquin County inspection report in October 2021, the <br /> Islander Mobile Home Park generates approximately 12,000 gallons per day of wastewater. <br /> I met with Regional Board staff including Ms. Dania Jimmerson on February 25, 2022. Ms. Jimmerson is <br /> working on the Wastewater Consolidation (WWC) efforts for Islander Mobile Home Park by coordinating <br /> with the State Water Board, specifically with the Division of Financial Assistance (DFA) and the Rural <br /> Community Assistance Corporation (RCAC, non-profit organization) to initiate the planning application <br /> process and request grant funding from DFA for this WWC project. Ms. Jimmerson stated that she also <br /> met with the City of Manteca (February 16, 2022) and San Joaquin County (February 17, 2022) <br /> representatives, to discuss Islander Mobile Home Park WWC progress to date and ongoing WWC efforts. <br /> Ms. Jimmerson reported that both agencies are in support of moving forward with Islander Mobile Home <br /> Park WWC based on re-occurring non-compliance issues (i.e. multiple compliance inspections by the <br /> County), aging WWT infrastructure, and much needed WWT upgrades. <br /> Ms. Jimmerson stated that once the planning and construction applications are approved by DFA and <br /> there is a construction agreement in place, it is expected that all capital cost of the work needed to tie in <br /> the Islander Mobile Home Park to the City of Manteca, and (if necessary) OLWD, will be covered by the <br /> requested grant funding and that it is expected that there will not be additional cost to the rate payers of <br /> either agency (including capacity fees and OLWD and City costs) during implementation.
