funding would possibly originate via a Clean Water State Revolving Fund grant program aimed at small, <br /> disadvantaged communities pending determination of eligibility through an income survey of the Islander <br /> Mobile Home Park, which RCAC has agreed to initiate. We understand that the RWQCB is also studying <br /> the impact of additional operating costs on the Islander Mobile Home Park from consolidated operations. <br /> The purpose of this letter is to express OLWD's conceptual support of the RWQCB's efforts and the <br /> project concept. OLWD's support is based on the above understandings and representations and the <br /> following conditions: <br /> 1. All District capital costs and capacity fees would be fully covered; <br /> 2. There would be no additional operating cost to the District or its ratepayers; <br /> 3. Levels of infiltration and inflow from the Islander Mobile Home Park would be managed to be <br /> commensurate with infiltration and inflow in the OLWD (and Manteca) wastewater collection <br /> system; and <br /> 4.
