San Joaquin Council of Governments <br /> On January 4 , 2023 , the Community Development Department received a response letter from the <br /> San Joaquin Council of Governments ( SJCOG ) stating that the proposed project is eligible to <br /> participate in the San Joaquin Multi - Species Conservation Plan ( SJMSCP ) . San Joaquin County is <br /> a signatory to the SJMSCP . The applicant must confirm participation in the SJMSCP or provide <br /> information regarding planned alternative mitigation . This process may take up to 30 days , so it is <br /> recommended that the applicant contact SJCOG as soon as possible for more information . <br /> Confirmation of participation in the plan or alternative mitigation is required prior to completing <br /> environmental review of the project . <br /> Environmental Review <br /> Upon completion of the necessary studies and analyses , as well as submittal of a revised site plan , <br /> the project must be reviewed pursuant to the California Environmental Quality Act . The document <br /> must be posted with the Office of Planning and Research for a minimum of 30 days .
