St. osei h's Medical Center <br />A, e 1.,.1CHR' <br />The scope of the program also comprises the containerization, packaging and preparation of <br />various waste materials for transfer to an approved facility for final disposal, or to a process(es) to <br />the extent that the materials are rendered non -hazardous by Federal, State and Local agency <br />standards. <br />As to the intent to the scope and application of this plan/program, the term hazardous materials <br />describes those materials that have inherent properties conducive to physical damage and/or harm <br />to human health or the environment. These materials include: <br />✓ Hazardous substances (listed and <br />defined under CERCLA, 40 CFR 300); <br />✓ Hazardous Materials (addressed in the <br />OSHA Hazard Communication <br />Standard); <br />✓ Hazardous Materials (listed in the <br />Director's list 8 CCR 339) <br />✓ Hazardous wastes; <br />✓ Designated wastes under the federal and <br />state Universal Waste Rules; <br />✓ Listed carcinogens and reproductive <br />hazards, under 22 CCR 12000 (Prop. 65) <br />✓ Chemical products; <br />✓ Compressed gases; <br />✓ Chemotheraputic agents; <br />✓ Radioactive materials; <br />✓ Potentially infectious materials (as <br />defined in the Bloodborne Pathogen <br />Standard); Medical wastes (as defined in <br />the Medical Waste Management Act); or <br />✓ Any other material which the user or <br />Administering Agency has reasonable <br />basis to classify as injurious or toxic to <br />living organisms or the environment. <br />GOALS OF THE HAZARDOUS MATERIALS & WASTE MANAGEMENT PROGRAM <br />It is the goal of the program to provide a comprehensive, organizational -wide Hazardous Materials <br />and Waste Management system to ensure that risks to human health, safety and the environment <br />associated with hazardous materials and wastes are anticipated, discerned, assessed and <br />adequately controlled; the objectives of which include: <br />1. Current, accurate identification and inventorying of hazardous materials. <br />2. Ensuring that the selection, procurement, handling, storage and disposal of hazardous <br />materials are managed in a safe and environmentally responsible manner. <br />3. Initial and ongoing training on safe handling of hazardous materials, exposure control, <br />environmental protection and waste management. <br />4. Maintaining effective processes and practices involving hazardous materials and wastes <br />conform to applicable standards and governmental mandate. (Also see 2010 Dashboard <br />Report) <br />RESPONSIBILITY 1 AUTHORITY <br />A "Safety Officer" is appointed by the Vice President, endorsed by the President and directed by a <br />job description approved by the Environment of Care EOC/Safety Committee. The Safety Officer <br />through the EOC/Safety Committee can intervene and/or take action whenever conditions exist <br />which pose an immediate threat to life or health or threaten to damage equipment or buildings. <br />simc 2 Revised 1/10 <br />
