SAN JOAQUIN <br />CCUNT <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />COUNTRY CLUB MOBIL CIRCLE K <br />2575 COUNTRY CLUB BLVD, STOCKTON <br />January 18, 2023 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />307 <br />HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post -Jul 2003). <br />OBSERVATION: <br />- Approximately 15 gallons of water was observed in the 87 fill sump. <br />- Approximately 15 gallons of water was observed in the diesel fill sump. <br />- Approximately 2 cups of water was observed in UDC 1/2. <br />REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br />system by precipitation, infiltration, or surface runoff. <br />CORRECTIVE ACTION: The service technician removed all of liquid from the sumps and returned the sensor to its <br />proper location. Immediately contact a properly licensed, trained, and certified contractor to address the water <br />intrusion into the sumps under permit and inspection of the EHD. <br />This is a repeat violation, Class II. <br />318 <br />CCR 2635, 2637.1, 2665, 2712 Failed to meet spill container requirements. <br />OBSERVATION: The diesel spill container failed to have a minimum capacity of five gallons. <br />REGULATION GUIDANCE: All spill containers shall have a minimum capacity of five gallons. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to repair or <br />replace the spill container under permit and inspection of the EHD. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Note: The monitoring system certification testing is incomplete due he 87 and 91/diesel tank annular and smart <br />sensors not being tested. Per technician, the annular sensors could not be accessed for testing. Testing is <br />required to be done by 1/31/2022 and a 48-hour notice must be provided to the EHD. All EHD staff time <br />associated with the re -inspection will be billed at the current hourly rate. <br />An inspection checklist was provided to the facility operator on the day of inspection (1/18/2023).
