SAN JOAQUIN <br />CCUNT <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />COUNTRY CLUB MOBIL CIRCLE K <br />2575 COUNTRY CLUB BLVD, STOCKTON <br />January 18, 2023 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />301 <br />HSC 25292.1(a) Failure to operate UST system to prevent unauthorized releases including leaks, spills and overfills. <br />OBSERVATION: The smart sensors, S1 87 product, S3 91 product, S5 diesel product, were in alarm since January <br />2022. <br />REGULATION GUIDANCE: The continuous monitoring system shall be maintained to detect the entry of the liquid <br />or vapor phase of the hazardous substance stored in the primary containment into the secondary containment, and <br />to detect water intrusion into the secondary containment. <br />CORRECTIVE ACTION: Correct immediately by having a properly licensed, trained, and certified contractor replace <br />the failed component with a functional component (LG 113-x listed, if applicable), and obtain a permit within one <br />business day from the EHD, if needed. If the failed component can't be replaced immediately, there is a possibility <br />that the 87,91, and diesel UST system may be red tagged to prevent fuel inputs. <br />This is a Class II violation. <br />302 <br />CCR 2630(d), 2641(a) Leak detection equipment not installed/maintained/located to detect leaks at earliest <br />opportunity. <br />1) OBSERVATION: <br />-The VR 208 sensor in UDC 3/4 was raised approximately 4 inches off the lowest point of the sump and not located <br />to detect a leak at the earliest opportunity. <br />-The VR 208 sensor in UDC 7/8 was raised approximately 1 inch off the lowest point of the sump and not located to <br />detect a leak at the earliest opportunity. <br />REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br />possible opportunity. <br />CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br />Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. <br />------------------------------------------------------------------------------------ <br />2) OBSERVATION: The smart sensors were found to be in alarm since [DATE] and actions have not been taken to <br />address the alarm. <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to be able to detect a leak at the earliest <br />possible opportunity. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to address the <br />alarm under permit and inspection of the EHD. <br />This is a Class II violation. <br />FA0006439 PR0231070 SCO01 01/18/2023 <br />EHD 23-01 Rev. 12/06/2021 Page 8 of 10 Underground Storage Tank Program OIR <br />1868 E.
