SAN JOAQUIN CCUNT Environmental Health Department AMENDED 1/30/2023 Underground Storage Tank Program Inspection Report Facility Name: Facility Address: Date: COUNTRY CLUB MOBIL CIRCLE K 2575 COUNTRY CLUB BLVD, STOCKTON January 18, 2023 SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) Item # Remarks 302 CCR 2630(d), 2641(a) Leak detection equipment not installed/maintained/located to detect leaks at earliest opportunity. 1) OBSERVATION: -The VR 208 sensor in UDC 3/4 was raised approximately 4 inches off the lowest point of the sump and not located to detect a leak at the earliest opportunity. -The VR 208 sensor in UDC 7/8 was raised approximately 1 inch off the lowest point of the sump and not located to detect a leak at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. ------------------------------------------------------------------------------------ 2) OBSERVATION: The smart sensors were found to be in alarm since [DATE] and actions have not been taken to address the alarm. REGULATION GUIDANCE: All monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to address the alarm under permit and inspection of the EHD. This is a Class II violation. 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post -Jul 2003). OBSERVATION: - Approximately 15 gallons of water was observed in the 87 fill sump. - Approximately 15 gallons of water was observed in the diesel fill sump. - Approximately 2 cups of water was observed in UDC 1/2. REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. CORRECTIVE ACTION: The service technician removed all of liquid from the sumps and returned the sensor to its proper location. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the sumps under permit and inspection of the EHD. This is a repeat violation, Class II.
