Testing has not been completed and is two months past due. Smart <br />sensors (vacuum sensors) have not been tested. <br />REGULATION GUIDANCE: These tests are required once every 12 months. <br />CORRECTIVE ACTION: Immediately schedule these tests and provide 48 hours notification to the EHD. Please be <br />aware that all EHD staff time associated with a follow up inspection will be billed at our current hourly rate ($156). <br />This is a repeat violation, Class II. <br />302 <br />CCR 2630(d), 2641(a) Leak detection equipment not installed/maintained/located to detect leaks at earliest <br />opportunity. <br />OBSERVATION: <br />-The annular spaces of both tanks were observed to have no vacuum. According to the technician, the sensor is not <br />functional and is unable to pull vacuum on the tank annular spaces. The -420 liquid sensors were tested and no <br />vacuum was observed when the caps were removed. <br />-S1, S2, S3, S4, S5 vacuum sensors were in no vacuum alarm at the time of inspection. According to the <br />technician, the site is using Blueline penetration boots in the UDCs that are deteriorating, causing the secondary <br />containment to leak and creating no vacuum alarms for a smart sensors. <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to be able to detect a leak at the earliest <br />possible opportunity. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to address the <br />alarm under permit and inspection of the EHD. <br />This is a repeat violation, Class II. <br />FA0006439 PR0231070 SC333 03/15/2023 <br />EHD 23-01 Rev. 12/06/2021 Page 4 of 6 Underground Storage Tank Program OIR <br />1868 E.
