According to the technician, the sensor is not <br />functional and is unable to pull vacuum on the tank annular spaces. The -420 liquid sensors were tested and no <br />vacuum was observed when the caps were removed. <br />-S1, S2, S3, S4, S5 vacuum sensors were in no vacuum alarm at the time of inspection. According to the <br />technician, the site is using Blueline penetration boots in the UDCs that are deteriorating, causing the secondary <br />containment to leak and creating no vacuum alarms for a smart sensors. <br />REGULATION GUIDANCE: The continuous monitoring system shall be maintained to detect the entry of the liquid <br />or vapor phase of the hazardous substance stored in the primary containment into the secondary containment, and <br />to detect water intrusion into the secondary containment. <br />CORRECTIVE ACTION: Correct immediately by having a properly licensed, trained, and certified contractor replace <br />the failed components with functional components (LG 113-x listed, if applicable), and obtain a permit within one <br />business day from the EHD, if needed. If the failed components can't be replaced immediately, there is a possibility <br />that the 87, 91, and diesel UST systems may be red tagged to prevent fuel inputs. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Reinspection to continue routine testing. Initial inspection was conducted on 1/18/23. Testing is still incomplete. <br />Smart sensors still need to be tested. <br />-Witnessed testing of 87 and 91/diesel annular liquid -420 sensors. Both passed. The vacuum sensors were not <br />tested. <br />-Witnessed testing of the 87 mechanical leak detector. Passed. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 4/14/23. <br />All EHD staff time associated with this reinspection will be charged at the current hourly rate ($156). <br />Violations issued in this report are in addition to any previous violations issued. <br />-The diesel spill container was also tested while on site. The spill container is located in a sump. Per an email <br />from 3/9/23, the spill container was replaced like -for -like. Per the technician, the riser inside the spill container <br />was also shortened to allow for more space. Witnessed one hour hydrostatic testing and drainage verification. <br />Passed. The 5 gallon capacity was verified by the technician prior to my arrival. <br />-The technician was refilling the Bravo interstitial fluid in the 91 fill sump at the time of arrival. Per the technician, <br />the 91 fill sump interstitial sensor was in a low liquid alarm when they arrived.
