Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00054905 Site Location: INTERSECTION OF S BIRD RD & ELEVENTH ST <br />Activity Summary <br />Activity Date <br />05/18/2022 <br />Recorded by <br />11:26 am- received a call from H. Saeed (EHD) indicating that the county road MANZO <br />maintenance and the county sheriff responded to an abandoned cylinder, and they <br />are requesting EHD's assistance with disposal, since it looks to be drug lab-related <br />and the road maintenance is unable to remove it for disposal. Called Nick with <br />public works 209-601-0171 who is onsite according to Haza, was not able to reach <br />him. Called road maintenance dispatch and spoke with D. Myers, who indicated <br />that the call came early this morning and that public works employees is on scene <br />waiting for assistance. Received a call back from Ted Rishamora 209-607-3074 <br />with the county road maintenance, who indicated that Sheriffs department came <br />out to assist, and they called their bomb squad since the cylinder looked drug lab <br />related. The bomb squad indicated they couldn't respond and to call the CUPA for <br />assistance in disposing of the cylinder. I asked Ted if the fire department had <br />responded to the scene and was told that they had not. I called Tracy Fire at (209) <br />831-6700, spoke with dispatch letting them know about the unknown abandoned <br />cylinder, which is possibly drug lab-related, and asked if it's something that they <br />are able to assist with; after dispatched checked on it, I was told that they are able <br />to dispatch the unit to the site for assistance. Reviewed DTSC response <br />requirements for roadside dumping; the waste must exhibit hazardous waste <br />characteristics for their assistance; the waste is unknown at this time but is <br />suspected to be drug lab related. <br />Called M. Naidu (assistant EHD director), provided an update on the incident, and <br />discussed the DTSC roadside clean up assistance program, and that they should <br />be able to assist since it appears to be drug lab related. Called duty officer (916) <br />255-6504, spoke with Carlos Ortega, carlos.ortega@dtsc.ca.gov, and send him a <br />picture of the cylinder which I received from H. Saieed (he estimated the cylinder <br />to be 5 gallons). Carlos indicated that they are not able to respond if it's empty or <br />has water, but he will review the picture and get back to me. <br />Received a call from Ted Rishamora, who indicated that the fire department <br />responded and looked at the cylinder and told him it was meth lab-related and it <br />would not be safe for Ted to transport it to the HHW for disposal. Called Carlos <br />with DTSC back, 818-263-6346, let him know that the cylinder is not empty and <br />that the fire department looked at the cylinder, and they think it's meth lab related. <br />He said they would be able to dispatch the contractor, and he will make some calls <br />and call me back with the ETA. <br />Called M. Naidu and provided an update. 12:35 pm, I received a call from H. <br />Saeed and provided an update. Called county road maintenance, was transferred <br />to Troy Botts, and provided an update. Checked to see if the C person (on call <br />person) has the current DOT training to sign the manifest, C. Presto has the <br />current DOT training. <br />Received ETA update for Parc Environmental response from Carlos with DTSC <br />(ETA 2:30-3 pm); provided update to Troy Botts and Ted with road maintenance. <br />Carol Presto (EHD) will respond to sign the manifest, and emailed her blank forms <br />and sample documentation for roadside DTSC clean-ups. Sent an email update to <br />M. Henry (CUPA Manager) and M. Naidu. <br />Received a call from Parc environmental Ed, 916-201-1268, he confirmed the <br />ETA, I emailed him a picture of the cylinder (to ehagedorn@parcspecialty.com), so <br />he knows what supplies will be needed- he confirmed the receipt of the picture. <br />3:27 pm, I received a call from Carol, who indicated that Parc Environmental had <br />opened up the cylinder and found it filled with nonflammable liquid pH of around 6; <br />they called it "dirty" water; Parc took the liquid as non-haz and the cylinder as <br />scrap metal (no HW manifest was generated).
