Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00054905 Site Location: INTERSECTION OF S BIRD RD & ELEVENTH ST <br />Activity Summary <br />Activity Date <br />Recorded by <br />05/18/2022 Arrived on site and met with Public Works who was monitoring the abandoned <br />unknown compressed cylinder. Public Works left scene upon EHD arrival so EHD <br />can monitor the unknown compressed cylinder until Parc Specialty arrives for <br />disposal. Met with Eddie Hagedorn, Hazmat Division Manager/Estimator, with <br />Parc Specialty. The unknown compressed cylinder pressure was tested, it was not <br />pressurized. The bottom of the unknown compressed cylinder was not burned. <br />The hose was removed and the contents were tested for pH. Per Eddie it was at a <br />pH of 6-7 and appears to be muddy water. The top of the unknown cylinder was <br />removed and the contents were emptied into a 5-gallon bucket. Approximately <br />3-gallons of the liquid were removed from the unknown cylinder. The liquid was <br />tested for flammability, not flammable. The unknown cylinder will be taken as <br />scrap metal and the contents were classified as non-hazardous. Both the empty <br />unknown cylinder and the bucket with the liquid from the unknown cylinder were <br />taken by Parc Specialty. No hazardous materials/wastes were generated during <br />this site visit. <br />PRESTO <br />05/19/2022 Emailed a copy of OIR prepared by C. Presto for onsite inspection yesterday to MANZO <br />Botts, Troy [PW] <tbotts@sjgov.org> <br />05/19/2022 Emailed inspection report to program coordinator to send to San Joaquin County PRESTO <br />Road Maintenance. <br />Photo log created. Updated complaint information. <br />05/24/2022 Completed Clan Lab Removal Work Log and Clan Lab Removal Incident Report PRESTO <br />and emailed to program coordinator <br />09/20/2022 Reviewed packet for abatement. Printed photo log. Created site map and printed PRESTO <br />ER01. Looked for more emails to add to abatement packet. <br />12/02/2022 Updated property owner information in complaint and added time received based PRESTO <br />on time of email from sheriffs office to EHD. <br />5105 rpt <br /> <br />Page 3 of 3
