SMAQUIN <br />COUNTY <br />Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />R & A Auto Dismantling <br />Facility Address: <br />826 N Sacramento St, Lodi <br />Date: <br />June 07, 2022 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />117 HSC 25185(c)(3) Failed to submit a written response within 30 days of receiving an inspection report. <br />OBSERVATION: This business did not provide a written response to the inspection report dated 9/16/2020 within 30 <br />days. The report was delivered to the business on 10/5/2020. <br />REGULATION GUIDANCE: The operator of the site or facility which receives an inspection report shall submit a <br />written response to the department or the local officer or agency authorized to enforce this chapter pursuant to <br />subdivision (a) of Section 25180 within 60 days of receipt of the inspection report, or within a shorter time as the <br />department or the local officer or agency may reasonably require, which shall include a statement documenting <br />corrective actions taken by the operator or proposing corrective actions which will be taken by the operator, for <br />purposes of compliance with this chapter, or disputing the existence of the violation. The local agency, the San <br />Joaquin County Environmental Health Department, requires response within 30 days. <br />CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br />County Environmental Health Department. <br />This is a Class ll violation. <br />301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br />OBSERVATION: Oil staining on the soil/ground in the vehicle storage area was observed. <br />REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br />possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br />waste constituents to air, soil, or surface water which could threaten human health or the environment. <br />CORRECTIVE ACTION: Immediately remove stained soil. Manage the waste according to Title 22 California Code <br />of Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin County <br />Environmental Health Department describing the storage and final disposition of the cleaned up waste. <br />This is a repeat violation, Class II. <br />601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days (90 days acute / extremely). <br />OBSERVATION: The following hazardous waste container was found on-site with no accumulation start date: <br />-One black 55 gallon drum containing oily absorbent. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br />CORRECTIVE ACTION Immediately dispose of the hazardous waste stored on site greater than 180 days in <br />compliance with Title 22 California Code of Regulations.
