Complaint Investigation Summary Report #. 5105 <br />COMPLAINT ID: C002ZASOH Site Location: 2404 EAST MARIPOSA ROAD, STOCKTON CA, 95205 <br />Activity Summary <br />Activity Date <br />06/28/2022 Arrived on site on 6/27/22. Spoke with Scott Brown with the City of Stockton. <br />Observed staining on the cement perimeter next to the water pumps and oily <br />water in the wet well. The storm water pond area was also checked to make sure <br />that no oil left the well. Per Richard Stiffler, City of Stockton, hydraulic oil <br />reservoirs located on the water pumps at the pump station were tampered with, <br />causing the oil to be discharged into the wet well. Per Richard, pumps have been <br />turned off and will remain that way until cleanup is finalized. Per Richard, no <br />waterways were impacted, and spill is contained to the water well. <br />The City of Stockton has hired Ponder Environmental to conduct cleanup and <br />cleanup is pending. <br />Provide disposal records for all waste generated to the EHD. <br />Recorded by <br />GARCIA-MEJIA <br />GARCIA-MEJIA 06/29/2022 Received a call from Richard Stiffler 209-993-3274. He informed me that clean up <br />of the wet well was near completion. Arrived on site and met with Bryan Toledo, <br />Sr. Environmental Control Officer. Per Bryan, Ponder Environmental skimmed the <br />oil from the surface of the oily liquid and the remaining liquid was pumped by them <br />to their sewer system. Per Bryan, approximately 1,400 gallons of water were <br />pumped from the wet well. Per Bryan, absorbent was added to the cement surface <br />around the pumps and that absorbent will also be manifested by Ponder <br />Environmental. Only staining was observed on concrete. No further clean up to be <br />done. <br />07/01/2022 Added discharge address to the Prop 65. Gave to Kim to be mailed out. <br />09/15/2022 Requested final disposal records from Richard Stiffler with the City of Stockton. <br />09/20/2022 Received disposal records via email from Richard Stiffler <br /><Richard.Stiffler@stocktonca.gov >. Per Richard, the liquid waste from this site <br />was transported together with the waste from complaint COPFPNNPH. Reviewed <br />disposal records. Requested the disposal records for the absorbent that was used <br />to clean the concrete around the pumps. <br />Printed all necessary forms needed to abate complaint except 5105, Log 2. <br />09/21/2022 Received email from Richard Stiffler with the specific manifest (021360751JJK) <br />that the oily water was disposed of. Per Richard, he is waiting for Ponder <br />Environmental to send him the absorbent disposal record. <br />Per Richard, Ponder Environmental and Bryan Toledo stated that no absorbent <br />was used on the concrete. I asked Richard if any remediation was done on the <br />concrete. Ponder Environmental replied stating that no concrete clean up was <br />done only vacuum truck work. <br />Printed 5105, Log 2, disposal records, clean up photo log and confidential <br />correspondence.
