Complaint Investigation Summary <br /> Report* 5105 <br />COMPLAINT ID: COUDUOEAJ Site Location: W CHARTER WAY & S FRESNO AVE <br />Activity Summary <br />Activity Date Recorded by <br />08/12/2022 Driver's side saddle tank was side swiped by another motor vehicle coming from SAETERN <br />the opposite direction releasing approximately 50 gallon of diesel onto asphalt and <br />gutter from a saddle tank. Approximately, 30 gallon of diesel was siphoned from <br />the driver's side saddle tank. No waterways or storm drains impacted. All <br />Environmental Services on site to conduct clean-up. <br />Clean-up is completed. Three 55 gallon drums of hazardous waste generated <br />from clean-up. MSG3 Logistic to provide SJC EHD a copy of final disposal record <br />for waste generated from the clean-up and any hazardous waste determination <br />information if requested. <br />6:36 PM - Received phone call from General Hospital 209-468-6000, per <br />dispatcher, they received a notification from Stockton Community Service Unit <br />dispatch regarding 50 gallon diesel spill due to a vehicle accident. Fire department <br />was on site and placed soft booms around the entrance of the storm catch basin <br />and placed absorbent on the asphalt and manhole. Per General Hospital, they had <br />paged three times 6:16 PM, 6:25 PM, and 6:35 PM. None was received. <br />6:40 PM - Phoned Ashley, Dispatcher of Stockton Police Department, <br />209-937-7911, who reported 50 gallon diesel was released due to a vehicle <br />accident that impacted storm drains, man hole, and gutter. Obtained responsible <br />party information as J&E 209-465-3162, who had contacted their hazardous <br />waste crew. Fire department who had responded placed absorbents on the <br />impacted manhole, gutter, and asphalt. Fire department also placed a soft boom <br />around the entrance of storm catch basin. <br />Phoned G. Backus, J. Alaniz, and E. Manzo. Researched memory bank. <br />6:48 PM - Phoned J&E 209-465-3162. Spoke to Budd Wright, Owner, who did not <br />know was occurring and stated they are a toll truck company. <br />6:54 PM - Updated E. Manzo via phone. <br />7:02 PM - Received returned phone call from Budd Wright, who stated they are <br />the hired tow company to pick up the truck. <br />7:05 PM - Phoned Ashley, dispatcher of Stockton Police Department, <br />209-937-7911 to obtain the responsible party information. Per dispatcher, Ashley <br />had stepped out. Awaited for more information. Ashley returned and provided <br />Officer Camarena phone number 209-271-4885 who was officer on site. <br />7:10 PM - Phoned Richard Stiffler of City of Stockton 209-993-3274, informed him <br />of the impacted storm drain on West Charter Way and Fresno St. Per Richard, he <br />will be sending someone to verify the impacted storm drain. <br />7:12 PM - Phoned Officer Camarena 209-271-4885, who stated there was a car <br />accident and approximately 50 gallon of diesel have spilled onto the street on W <br />Charter Way and Fresno Street in front of the Holt company. <br />7:24 PM - Left home <br />7:31 PM - Received phone call from Richard Stiffler, who stated the personnel on <br />site verified that the storm drain was impacted but the storm drain does not belong <br />to City of Stockton and it is privately owned.
