Assisted Fred Ernest with gathering information in SAEED
regards to the final clean-up. Fred could not not find or get to the area where the
tracks was contaminated; I asked him to obtain information and photos from the
contractor and issue a notice to abate.
03/10/2022 On site to confirm clean-up for Cal OES Control#:22-1363, 5 gallons of diesel
released into the gravel next to the rail road track. Clean up site observed on the
north site of Hammer lane near Astor Dr. in Stockton Ca. Spill occurred on the
east side of the track Observed no oil stains on the ground or gravel near the rail
road tracks. Could not confirm condition of railroad ties located on the bridge over
the westbound slow lane. When discussed with the contractor Manuel Martinez,
Greymar Environmental, who performed clean up, he indicated the gravel under
the contaminated railroad ties are clean, and the railroad ties were stained but not
soaked with oil. Hazardous waste generated was transfered to the Union Pacific
Site on 833 E EIGHTH ST STOCKTON, CA 95206.
ERNEST
03/10/2022 On site to verify clean up. Met with Brian Keeler, Union Pacific Railroad (UPRR) PRESTO
Track Inspector and Manuel Martinez, Greymar clean up company. One 55-gallon
drum full of excavated stained ballasts. Manuel showed the difference between
the stained rocks where the spill occured and the unstained rocks. Per Manuel the
waste will be taken to the UPRR rail yard at 833 E Eighth St, Stockton, CA. The
area along the bridge was cleaned. The wooden railroad tracks were observed
with staining. Asked Brian and Manuel about the staining. Per Brian the tracks are
all pre-soaked with creosol so they are already oil stained. The area along the
beginning of the bridge was in the process of being cleaned prior to me leaving to
have the afterhours inspector come back to verify since it is nearing 5:00pm.
Informed them that the afterhours inspector will be back to verify final clean up.
5105.rpt Page 1 of 2
