Complaint Investigation Summary <br /> Report #. 5105 <br />COMPLAINT ID: COGM90T6S Site Location: 7679 LONGE ST, STOCKTON, CA 95206 <br />Activity Summary <br />Activity Date Recorded by <br />08/28/2021 3 pm: Received a page from the General Hospital, Aaron Spehling, 707-601-6562 MANZO <br />is reporting a spill of industrial wash water "dirty water" from their facility. Called <br />Aaron, he indicated that last night one of the workers didn't shut off the freshwater <br />supply and the equalization tank (EQ) overflowed and estimated several thousand <br />gallons of water flowed out of the facility and into the adjacent parking lot and <br />collected over a plugged storm drain (in a parking lot depression). Aaron tested <br />the pH of released water at pH of 7.27. The overspill occurred around noon today. <br />The facility is pumping all released liquid back into the waste pit and the EQ tank. <br />This release is a second release notification received by the EHD this week. The <br />first release notification was on 8/25/2021. <br />3:25 pm, I arrived on site and met with Aaron, who escorted me around the facility <br />and the spill area— I observed a large area of free-standing liquid (approximately <br />150'x50') situated in the northern parking lot area. No evidence suggested that the <br />spill escaped the facility, no injuries or evacuations were reported. The observed <br />free-standing water didn't appear to be draining into the onsite storm drain located <br />at the lowest point in same parking lot area (immediately under the standing <br />liquid). Aaron indicated that the storm drain valve, located inside the storm drain <br />sump is currently closed. Aaron also indicated that due to a human error, a supply <br />valve was not closed and the freshwater tank overflowed, discharging the water <br />into the wastewater pit; once the wastewater pit was full, the liquid was pumped to <br />the EQ tank (located in the northern parking lot). The EQ tank was overfilled, <br />resulting in liquid pouring from the top of the EQ tank and into the parking lot. <br />Aaron indicated that the EQ tank is 108,000 gallons. According to Aaron, during <br />normal operations, the EQ tank is pumped through the onsite hazardous waste <br />treatment system (CE-CL) prior to the liquid discharge into the city sewer. As <br />such, a discharge occurred from the EQ tank before the liquid could be treated by <br />the onsite hazardous waste treatment unit, releasing hazardous waste liquid into <br />the parking lot. All the overspilled liquid was pumped back into the onsite system <br />by the facility personnel. Facility pressure washed the spill area and all the rinsate <br />was also returned back into the onsite treatment system. Once all the standing <br />liquid was pumped out, I inspected the inside of the storm drain catch basin, and <br />observed a locked out drain plug. Some standing liquid was noted inside the catch <br />basin sump, brought up the presence of the standing liquid to Aaron's attention, he <br />indicated that he will contact his environmental clean up company to completely <br />empty the catch basin. <br />Generated inspection report for the clean-up of released hazardous waste liquid <br />and the parking lot area, with the request to submit a written corrective action <br />statement with a plan that would minimize the potential for future releases as well <br />as completion of the storm catch basin clean out, emailed report to <br />spehling-aaron@aramark.com.
