SANAOAQUIN <br />—COUNTY— <br />Greatness grows h .7.(troa7 <br />Environmental Health Department <br />Time In: <br />Time Out: <br /> <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: ARAMARK UNIFORM & CAREER APPAREL, LLC Date: 08/28/2021 <br />Address: 7679 LONGE ST, STOCKTON <br />Owner/Operator: Telephone: <br />Program Element 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COGM90T6S <br />Responsible Party Contact: AARON SPEHLING <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />SEVERAL THOUSAND GALLONS OF PROCESS WATER OVERSPILLED FROM THE OUTDOOR EQUALIZATION <br />TANK AND COLLECTED IN THE PARKING LOT AREA <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />Conducted a site walkthrough with Aaron Spehling, facility's General Manager. Observed a large area of free-standing liquid <br />(approximately 150'x50') situated in the northern parking lot area. The observed liquid didn't appear to be draining into the <br />storm drain located immediately under the standing liquid. Aaron indicated that the storm drain valve, located inside the storm <br />drain sump is currently closed. Aaron also indicated that due to a human error, the freshwater tank overflowed, discharging <br />the water into the wastewater pit; once the wastewater pit was full, the liquid was pumped to the EQ tank (located in the <br />northern parking lot). The EQ tank was overfilled, resulting in liquid pouring from the top of the EQ tank and into the parking <br />lot. Aaron indicated that the EQ tank is 108,000 gallons.According to Aaron, during normal operations, the EQ tank is pumped <br />through the onsite hazardous waste treatment system (CE-CL) prior to the liquid discharge into the city sewer. As such, a <br />discharge occurred from the EQ tank before the liquid could be treated by the onsite hazardous waste treatment unit, <br />releasing hazardous waste liquid into the parking lot. Facility personnel pumped all discharged liquid back into the waste pit, <br />and pressure washed the impacted parking lot area, and the storm drain catch basin. All waste liquid and rinsate were <br />returned back into the onsite hazardous waste treatment system.This release is a second release notification received by the <br />EHD this week. The first release notification was on 8/25/2021. Please be advised that the disposal of any waste [HSC 5411] <br />or disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal is at a facility that is not permitted <br />or authorized for hazardous waste disposal. [HSC 25189.5(a).]. Please ensure that all all necessary spill notifications to other <br />agencies are made. Provide a written statement documenting the corrective action measures that were put in place to <br />minimize the potential for future releases. Also provide a brief written statement confirming that all the recovered liquid and <br />rinsate will be treated via onsite hazardous waste treatment system. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
