• Residence, 931 S. Oro St., approximately 100 feet southwest of the Site,
Complaints list. A 2013 complaint alleged that "motor oil coming out of
bathroom & kitchen sink. Oily liquid in holding tank of the toilet." Live Oak
reviewed records on file for this facility at the San Joaquin County
Environmental Health Department. It appears that samples were collected
from the toilet tank and outdoor spigot at this residence under the
oversight of the Central Valley Regional Water Quality Control Board, and
the grease present was believed to be vegetable oil. A complaint from
2014 was also on file, in which the resident complained that black dirt
originating at a nearby remediation site was present in her yard and
bubbled with white foam when water was added. It does not appear that
investigation was conducted to address this complaint. A complaint from
2015 stated that "neighbor digs hole in yard and pours gasoline into the
holes." The Environmental Health Department collected soil samples and
detected paint thinner and gasoline in the sample from the driveway. The
complaint was listed as abated by December of 2016. A complaint from
February of 2016 alleged that "there are little tubes that have vapors
coming out of them. Complainant states that someone has created a
ventilation system under her house and that she is being poisoned." A
complaint from April of 2016 alleged "contaminated water and vapor
intrusion of MTBE and `hundreds of other chemicals."' Both 2016
complaints have a status of "office abated;" it appears that the resident
may have developed a mental illness. Based on the status of the
investigations at this property, it appears unlikely that this property has
impacted the subject Site. The contamination alleged by the resident
would have originated at Jamar Service (discussed above).
• Residence, 1024 S. Oro Ave., approximately 60 feet south of the Site,
Complaints list. A 1994 complaint alleged that diesel fuel was spilled in
front of this house. Live Oak requested to review records on file for this
facility at the San Joaquin County Environmental Health Department; no
records were provided. Based on the date of the incident and the distance
to the Site, it appears unlikely that this incident has impacted the subject
Site.
Live Oak reviewed the San Joaquin County Environmental Health Department's
maps of Nitrate - Land Use Data and DBCP - Land Use Data dated October
2021. Within two miles of the Site, 12 wells were tested for nitrate (Plate 5);
nitrate was detected in eight of the wells at concentrations between 0.1 and 5.0
mg/L-N and in one of the wells at a concentration between 5.1 and 10.0 mg/L-
N; no nitrate was detected in the remaining three wells. Within two miles of the
Site, four wells were tested for dibromochloropropane (DBCP) (Plate 6); no
DBCP was detected in any of the wells.
LOGE 2251 11
