FINDINGS FOR ADMINISTRATIVE USE PERMIT <br /> PA-2200274 <br /> FRANK SPINGOLO WAREHOUSE COMPANY/MIKE SMITH ENGINEERING <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Special Purpose Plan, Specific Plan, and Planned Development zone; and any <br /> other applicable plan adopted by the County. <br /> • This finding can be made because the proposed uses associated with the project (Use <br /> Types: Truck Services-Parking, Repairs, Sales and Rentals; Industry-Limited; Construction <br /> Services-General and Heavy Infrastructure; Auto Repair Limited and Major; Agricultural <br /> Warehousing;and Equipment Sales,Repair,and Storage,Farm Machinery Sales and Repair) <br /> are consistent with the General Plan designation of I/L (Limited Industrial) and the zoning <br /> designation of I-L (Limited Industrial). The I/L designation allows for a range of industrial <br /> employment-generating uses, including production, assembly, warehousing, and <br /> distribution,and the proposed use types may be conditionally permitted in the I-L zone with <br /> a conditionally approved Administrative Use Permit. Therefore, the project is consistent <br /> with the General Plan and will meet the Development Title regulations for the approved use <br /> with the recommended Conditions of Approval. There are no Master Plans, Specific Plans, <br /> Special Purpose Plans, or other applicable plans adopted by San Joaquin County related to <br /> the subject property. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because adequate utilities, access roads, sanitation, drainage, <br /> and other necessary facilities are proposed or have been provided and the proposed <br /> improvements are properly related to existing and proposed streets and highways. The <br /> project site will be accessed by one driveway. The proposed maneuvering areas will be <br /> surfaced with asphalt concrete in conformance with San Joaquin County Ordinance.A Traffic <br /> Study performed by GHD dated September 1, 2023 recommended the intersection of North <br /> Broadway Avenue and East Fremont Street be converted to an all-way stop, and that has <br /> been incorporated into the project's Conditions of Approval. The Department of Public <br /> Works reviewed the sight distances off Broadway Avenue for the proposed project's <br /> driveway and concluded that design of the driveway and sight distances are acceptable. <br /> The project site will be served by the California Water Company for water, and have an on- <br /> site wastewater treatment system. These private on-site utilities will not affect the public <br /> roadway. All stormwater will be retained on-site. This will prevent stormwater from the <br /> project site from possibly flooding adjacent roadways. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the project parcel totals 8.28-acres which is of adequate <br /> size and shape to accommodate the proposed and existing uses along with all yard <br /> requirements, building coverage, setbacks, parking areas and other requirements of the <br /> Development Title. The proposed parking areas will be surfaced with asphalt concrete in <br /> conformance with San Joaquin County Ordinance, and other improvements will comply with <br /> applicable Development Title regulations designed to ensure that the site improvements are <br /> adequate for the type and intensity of the development. The site is zoned I-L (Limited <br /> Industrial),a zone that specifically allows the uses proposed with this project.The I-L zone is <br /> applied to parcels that meet specific criteria and use regulations allow for the intensity of the <br /> proposed development. <br /> PA-2200274— Findings 1 <br />
