SANJOAQUIN <br />COUNTY— <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />United # 5446 <br />1403 W COUNTRY CLUB BLVD, STOCKTON <br />March 16, 2023 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />210 <br />CCR 2715(c) Failure to provide initial training, train every 12 months, and have a trained employee present. <br />OBSERVATION: The designated operator employee training for Panhia Vue was not performed . <br />REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and <br />maintenance of the UST system at least once every 12 months. The training shall be conducted before the <br />individual performs the duties of a facility employees. The training shall include, but is not limited to: <br />1. Operation of the UST system in a manner consistent with the facility's best management practices <br />2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br />3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br />4. Name of the contact person(s) for emergencies and monitoring equipment alarms <br />Initial training shall also include a site-specific practical demonstration that provides both sharing information and <br />evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least <br />one of the facility employees present during operating hours shall have current training. <br />CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on <br />site, and submit a copy of the training records to the EHD. <br />This is a Class II violation. <br />305 <br />HSC 25290.1, 25290.2, 25291 Failed to maintain secondary containment (e.g. failure of secondary containment <br />testing). <br />OBSERVATION: The 9/7/2022 secondary containment test results indicate a failure at the 87 STP sump and UDC <br />7/8. <br />REGULATION GUIDANCE: All secondary containment for the UST system must be capable of storing any released <br />hazardous substance. <br />CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br />failed component under permit and inspection of the EHD. <br />This is a Class II violation. <br />306 <br />HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre -Jul 2003). <br />OBSERVATION: Liquid was observed in the disel STP sump, and the waste oil spill container. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: The service technician removed approximately 30oz of liquid from the diesel STP sump <br />and waste oil spill container.
