• The proposed amendment is necessary for public health , safety , and general welfare or <br /> will be of benefit to the public . <br /> The proposed amendment will be a benefit to the public because , if approved , the <br /> underlying project would result in 9 Medium Density Residential parcels . Each <br /> resultant parcel may potentially have a primary and Accessory Dwelling Unit , which <br /> would serve to help alleviate the housing shortage in the immediate geographical <br /> region . <br /> ® The proposed amendment has been reviewed in compliance with the requirements of the <br /> California Environmental Quality Act . <br /> This finding cannot be made until the additional information regarding the proposed <br /> parcel sizes and any proposed construction has been provided on a revised site <br /> plan and the environmental review completed . <br /> • <br /> For a change to the Zoning Maps , that the subject property is suitable for the uses <br /> permitted in the proposed zone in terms of access , size of parcel , relationship to similar <br /> or related uses , and other relevant considerations , and that the proposed change of zone <br /> is not detrimental to the use of adjacent properties . <br /> Pursuant to the 2035 General Plan , properties designated as R/ M within an Urban <br /> Community require a connection to public water, public wastewater disposal , and <br /> public terminal storm drainage . The project site is located within the Urban <br /> Community of Woodbridge and the applicant has provided will -serve letters for <br /> public water, wastewater , and storm drainage services . Additionally , Lilac Street <br /> and Augusta Street provide access to the sites , and there surrounding land uses <br /> include other, similarly sized parcels are adjacent and zoned R - M . Therefore , the <br /> proposed R - M zone , which implements the R/ M General Plan designation , would be <br /> reasonable at this time . <br /> Environmental Review <br /> Upon receipt of the revised site plan depicting proposed parcel square footages and any proposed <br /> construction , the project must be reviewed pursuant to the California Environmental Quality Act . <br /> The document must be posted with the Office of Planning and Research for a minimum of 30 <br /> days . After this posting period closes , the Community Development Department can make a <br /> determination regarding the project . <br /> Planning Commission <br /> This item will be scheduled for a future Planning Commission date . If the Planning Commission <br /> recommends approval of the applications , then the applications will be scheduled for a hearing <br /> with the Board of Supervisors . If the Planning Commission denies the applications , then the <br /> applicant may appeal the denial to the Board of Supervisors within ten ( 10 ) days after the Planning <br /> Commission hearing . <br /> 5 <br />
