The following is an itemized list of hazardous waste violations that have not been <br /> addressed for GOLD RIVER ORCHARDS, INC as of June 26, 2023. <br /> Open violations from September 27, 2021 inspection <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#113-Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste <br /> transported from the site in the past three years. The missing receipts include: <br /> -250 gallons of used oil state waste code 221 hauled away on 7-16-19 <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Locate a copy of the receipts listed above. Maintain the records on-site for three years <br /> from the date of shipping and provide a copy to the San Joaquin County Environmental Health Department(EHD). <br /> If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site for <br /> three years. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#301 -Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> -an oil spill was observed outside the diesel tank secondary containment covering an approximate area of 1.5'x2'ft <br /> -oily spill was observed underneath the gravel next to the valve of the diesel secondary containment <br /> -oily spill was observed next to the left side of the shed in the hazardous waste storage area <br /> -lead acid battery spill was observed in the pump house next to motor mount frame#1 <br /> -brown liquid observed in the hole of the motor mount frame#2 located in the pump house, per Pablo Martinez the <br /> liquid may be water and diesel from when the generator failed <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean. Manage the waste according to Title 22 California Code of Regulations <br /> for hazardous waste. Submit a statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department describing the storage and final disposition of the cleaned up waste. <br /> Page 2 of 8 <br />
