The following is an itemized list of hazardous waste violations that have not been <br /> addressed for GOLD RIVER ORCHARDS, INC as of June 26, 2023. <br /> Open violations from September 27, 2021 inspection <br /> Violation#605-Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -one black 55 gallon drum of used metal oil filter was observed in the hazardous waste storage area without <br /> hazardous waste label <br /> -one blue 55 gallon drum of used anti-freeze was observed in the hazardous waste storage area without a <br /> hazardous waste label <br /> -one white 330 gallon tote tank of waste oil was observed in the hazardous waste storage area with incomplete <br /> hazardous waste label: missing hazardous waste property, physical state,facility name and address, content <br /> composition, accumulation start date <br /> -one black 55 gallon drum of unknown was observed in the hazardous waste storage area without hazardous waste <br /> label <br /> -four blue 55 gallon drum of Concrete Sealer X-1 was observed in the bone yard without a hazardous waste label <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#608-Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: This facility generates drained used metal oil or fuel filters. A complete three year bill of lading <br /> record for used filter recycling was not observed during the inspection. Bills of lading were not observed for the <br /> following date range: <br /> -September 27, 2018 to September 27, 2021 <br /> Per Pablo Martinez, he stated the used metal oil and fuel filters drums are empty when it's full. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br /> the transfer of used filters. Bills of lading must indicate generator,transporter, and receiving company names, <br /> addresses,telephone numbers,the quantity and size of used filter containers transferred, and the date of transfer.A <br /> copy of each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where <br /> the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used, <br /> drained, metal filters not stored, handled and disposed of according to this section are regulated as hazardous <br /> waste. Provide a corrective action statement, bill of lading recycling records and supporting documentation to the <br /> San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> Page 7 of 8 <br />
