Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COB287BJW Site Location: 6540 AUSTIN RD, STOCKTON <br />Activity Summary <br />Activity Date Recorded by <br />11/15/2022 Received two pages from the front desk. One from BNSF and one from JB Hunt PRESTO <br />for the same address. The BNSF report was for 1-gallon of unknown liquid <br />released. The JB Hunt was for 220-gallons of sodium hydroxide release. <br />Called BNSF who stated they believe it is sodium hydroxide that released but they <br />have Patriot en route to identify and remediate release. Asked if this release is the <br />same as the 220-gallon sodium hydroxide release we received a report for as well. <br />He is unsure. They also provided contact information for the hazardous materials <br />manager, Dominic Winslow for more information. Called Dominic and left him a <br />message. Spill report 22-6734 <br />Called Scott Snow, Project Manager with Premium Environmental, representative <br />for JB Hunt. Approximately 220-gallons released from a 275-gallon tote. He is <br />uncertain how long it has been leaking. Asked if he was aware if this is the same <br />release that BNSF reported, he is unsure. Patriot Environmental has been <br />contracted to conduct clean up. Received information for JB Hunt and Patriot <br />Environmental. Called Patriot Environmental and it was to their dispatch number. <br />Spoke with Matthew Musolf, , porject manager who dispatches crews, he stated <br />they have a crew arriving there at approximately 3:00pm and to call Scott for all <br />updates. Spill report 22-6735 <br />Called Patriot Environmental Matt again to verify that they only have one crew <br />heading out to 6540 S Austin Rd because we received 2 reports for the same <br />address both stated Patriot was conducting clean up. Per Patriot, yes they only <br />have one crew heading out there and they are planning on neutralizing with citric <br />acid and solidifying the sodium hydroxide with absorbent. <br />Created complaint. Emailed complaint number to Scott. Generated Prop65. <br />Received a phone call from Dominic Winslow who said Patriot has been <br />dispatched and he actually isn't the one who would be handling this complaint. He <br />said the LARS should be handling this clean up with John Brainard. Discussed <br />with him that I've actually already spoken with the responsible party and they will <br />be handling the clean up. <br />Received phone call from Heather Bryne that the release was actually not sodium <br />hydroxide but a compound cleaning material and is not a regulated product. She <br />said the spill was rather large, approximately 1,320 feet. Asked if she should send <br />me pictures of the spill and information on the cleaning product. <br />Received phone cal from Matt that the release is a cleaning soliution, compound <br />cleaning liquid. He will send me the bill of lading and SDS showing the material. <br />Asked him if the waste generated from the clean up will be a hazardous waste he <br />said yes a NON-RCRA waste. Received SDS for Concentrate EVP. <br />Updated prop 65 to from sodium hydroxide to Concentrate EVP.
