Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />RAMIREZ BODY SHOP <br />Facility Address: <br />1200 N FILBERT St, STOCKTON <br />Date: <br />January 25, 2023 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste <br />transported from the site in the past three years. The manifests for the year 2021 and 2020 were not available <br />during the inspection. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Locate a copy of the receipts listed above. Maintain the records on-site for three years <br />from the date of shipping and provide a copy to the San Joaquin County Environmental Health Department (EHD). <br />If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site for <br />three years. <br />This is a repeat violation, Class II. <br />303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br />equipment. <br />OBSERVATION: The fire extinguisher located on the back wall of the shop was not fully charged. <br />REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control <br />equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure <br />its proper operation in time of emergency. <br />CORRECTIVE ACTION: Bring the fire extinguisher into proper working order by repair, replacement or testing. <br />Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br />This is a Class II violation. <br />401 CCR 66262.34(d)(2) Failed to store hazardous waste in a container that is in good condition. <br />OBSERVATION: Hazardous waste was found stored on-site in containers that are not in good condition. <br />-One of the quart sized used oil containers located on the North side of the property was leaking oil. <br />REGULATION GUIDANCE: Hazardous waste shall be stored in a containers that are in good condition. If a <br />container holding hazardous waste is not in good condition (e.g., severe rusting, apparent structural defects), or if it <br />begins to leak, the owner or operator shall transfer the hazardous waste from this container to a container that is in <br />good condition, or manage the waste in some other way that complies with the hazardous waste requirements. <br />CORRECTIVE ACTION: Immediately transfer all hazardous wastes into containers that are in good condition. <br />Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br />This is a Class ll violation. <br />FA0015162 PR0544335 SC001 01/25/2023 <br />EHD 22-01 Rev. 12/06/2021 <br />Pages of 7 <br /> Small Quantity Hazardous Waste Generator OIR <br />1868 E.
