SAN ,JOAQUIN <br />iN I Y <br />Environmental Health Department <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: BNSF RAILROAD Date 10/02/2022 <br />Address: 6540 S AUSTIN RD, STOCKTON <br />Owner/Operator: Telephone: <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: C017ZEODR <br />Responsible Party Contact: JAMES EARNER <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Less than one-gallon of diesel released form a refrigeration unit on a semi-trailer to the surface of a rail car. The diesel <br />sprayed and did not reach the ground. No waterways have been impacted and clean up is underway. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />COMMENTS AND OBSERVATIONS <br />On October 2, 2022 EHD received a page and spill report for a one-gallon diesel release from a refrigeration unit at the <br />Stockton Intermodal Facility. Called the reporting party, BNSF Railroad Interruption Desk and was provided information for <br />James Farner as the point of contact for the release. Spoke with James Farner with BNSF who stated that the trailer has <br />been moved to a hazmat pit awaiting clean up. A clean up contractor will be called to conduct clean up. The release has been <br />stopped. Per James the diesel is no longer leaking and the release was less than one-gallon and was just a light spray and <br />did not leave the rail car or reach the ground. EHD requested photos of the clean up and updates of the clean up. <br />EHD received photos of the clean up and requested information on clean up and waste generated. Per James the mechanic <br />who repaired the unit wiped down the rail car before a clean up crew was able to go to facility. The mechanic company was <br />unknown. No diesel staining was observed in the photos provided. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having <br />them sign. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
