SAN ,JOAQUIN
iN I Y
Environmental Health Department
COMPLAINT INSPECTION REPORT
Name of Facility: BNSF RAILROAD Date 10/02/2022
Address: 6540 S AUSTIN RD, STOCKTON
Owner/Operator: Telephone:
Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: C017ZEODR
Responsible Party Contact: JAMES EARNER
DESCRIPTION OF COMPLAINT ALLEGATIONS
The San Joaquin County Environmental Health Department received the following complaint:
Less than one-gallon of diesel released form a refrigeration unit on a semi-trailer to the surface of a rail car. The diesel
sprayed and did not reach the ground. No waterways have been impacted and clean up is underway.
OVERALL INSPECTION NOTES AND COMMENTS
COMMENTS AND OBSERVATIONS
On October 2, 2022 EHD received a page and spill report for a one-gallon diesel release from a refrigeration unit at the
Stockton Intermodal Facility. Called the reporting party, BNSF Railroad Interruption Desk and was provided information for
James Farner as the point of contact for the release. Spoke with James Farner with BNSF who stated that the trailer has
been moved to a hazmat pit awaiting clean up. A clean up contractor will be called to conduct clean up. The release has been
stopped. Per James the diesel is no longer leaking and the release was less than one-gallon and was just a light spray and
did not leave the rail car or reach the ground. EHD requested photos of the clean up and updates of the clean up.
EHD received photos of the clean up and requested information on clean up and waste generated. Per James the mechanic
who repaired the unit wiped down the rail car before a clean up crew was able to go to facility. The mechanic company was
unknown. No diesel staining was observed in the photos provided.
To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having
them sign.
The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and
Safety Code. If a reinspection is required, fees will be assessed at the current hourly rate.
Received by: Name and Title: Emailed to John Brainard, BNSF LAR
EH Specialist: CAROL PRESTO Phone: (209) 616-3061
C017ZEODR SC907 10/02/2022
EHD 25-01 Rev. 04/07/22 Page 1 of 1 Complaint Inspection Report
1868 E.
