Called the reporting PRESTO
party, BNSF. Spoke with Cisco Sanchez who stated that the spill occured on
4/28/2022 and they are unsure how this release notification was missed. He said
the clean up has already been completed and no waterways were impacted.
Asked more questions regarding the clean up but he was unsure the answers. He
provided John Brainard's email address to get answers from.
Sent John an email verifying the cause of the spill, how much spilled, confirmation
that it was sodium hydroxide, how the spill was cleaned and by who, how the spill
was disposed of and photos of the spill and disposal record copy.
05/03/2022 Created complaint. PRESTO
Received email from John Brainard, BNSF LARS Manager
(johntrainard@bnsf.com) who said that a pallet above IBC totes shifted and
punctured the totes. He also stated that 1 gallon spilled on the facility but
approximately 120-gallons were missing from the container. The waste generated
was classified as hazardous and was cleaned by US Ecology. He does not have a
copy of the disposal records as he is waiting for it from US Ecology. Emailed John
back asking if he knows the responsible party, what happened to the other
119-gallons if only 1-gallon spilled on their facility.
05/04/2022 Discussed with program coordinator the amount released in Stockton versus the PRESTO
amount released from the tote and what to report on the Prop 65.
05/04/2022 Received email from John Brainard, BNSF Load and Ride Solutions Manager, PRESTO
<John.Brainard@BNSF.com> to ask US Ecology - Carlos Sanchez for clean up
information and disposal records and that the 119-gallons missing from the tote
was "spread between the Stockton Facility & origin in Chicago". Emailed him back
to please update the spill report with this information about the release amount.
Also asked if he had contact information for Carlos Sanchez with US Ecology.
Generated Prop65. Placed in mailing bin. Printed documents for packet.
Report #: 5105
51carpt
