Eleventh St <br />PWS ID# <br />3900588 <br />TYPE OF SYSTEM State Small Water <br />System <br />REHS <br />Mai Vue <br />CO # <br />C00055629 <br />SERVICE <br />Complaint <br />RECEIVED BY Phone # <br />The Environmental Health Department (EHD) received a complaint on February 27, 2023, that complainant states that <br />after blood work done with doctor, results came back with dangerously high amounts of nitrates. Complainant also <br />states following blood work and conversation with fellow resident a letter from the landlord stating the water was <br />contaminated by septic was not given to her upon moving in. <br />A State Small water system (SSWS) is required to monitor Nitrate once annually, and quarterly if the levels are above 5 <br />mg/L. The Londoners Apartments water system has been monitoring Nitrate quarterly. On October 18, 2022, the EHD <br />received the October lab report showing the nitrate level at 12.0 mg/L which exceeded the Maximum Contaminant <br />Level (MCL) of 10 mg/L. Followed up was made for the property owner to hand deliver the Nitrate Public Notification <br />(PN) to the residents. A Compliance Certification (CC) form is required to be submitted to the EHD certifying that the <br />PN was hand delivered to the residents. A copy of the PN and CC were submitted to the EHD on November 10, 2022. <br />The property owner certified that the PN was hand delivered to the residents on November 9, 2022. <br />A phone conversation occurred on March 3, 2023, to obtain more information from the complainant. Complainant stated <br />that the PN was not given to complainant. Complainant was drinking the water and was not aware of the contamination. <br />Another tenant that received the PN passed the information to the complainant. Informed complainant that the EHD is <br />monitoring the nitrate levels quarterly and will do enforcement when the levels are above the MCL. Followed up with the <br />property owner to hand deliver an updated PN to the residents. <br />A call was received on March 6, 2023 that the property owner has distributed the updated PN but the property owner <br />did not provide a copy to the complainant. Obtained complainant email address and provided a copy to complainant. <br />Forwarded complainant to San Joaquin County Community Development Department for substandard housing <br />complaint. <br />An updated PN and CC was received on March 7, 2023. The property owner certified that the PN was hand delivered <br />to the residents on March 6, 2023. <br />The EHD will continue to monitor the nitrate levels. A Notice of Violation will be issued to the property owner when the <br />nitrate levels exceed the MCL.
