Box 6567
Stockton, CA 95206
ELIMINATION OF SOLAR EVAPORATION PONDS; FORWARD II-1 DISPOSAL
SITE, SAN JOAQUIN COUNTY
As specified in our 24 July 1984 letter, Forward was to have
removed the solar evaporation ponds pursuant to Cease and Desist
Order No. 83-063 by 1 September 1984 . A staff inspection of your
site on 29 August 1984 revealed that none of the five ponds have
been excavated. In fact, preliminary work consisting of removal
of pond berms had only just begun on 27 August 1984.
Forward has violated the 1 September completion date.
If Forward does not complete removal of the solar evaporation
ponds before the upcoming rainy season, I will refer the matter
to the Attorney General ' s office for enforcement action.
In order to keep us apprised of your progress, please submit
biweekly reports to our office. A final report, including
analytical results of final sampling must be submitted no later
than two weeks after removal of the last pond materials.
Additionally, we expect to receive a site closure plan by 21
September 1984 as promised in your letter of 14 August 1984 .
If there are any questions, please call Gary Reents, Area
Engineer, at (916) 323-7487.
WILLIAM H.
