Landfill <br />SanJoaquin County, California <br />EPA I.D. No. 990794133 <br />The California Department of Health Services (DHS), Toxic <br />Substances Control Division, and the Region 9 office of the <br />Environmental Protection Agency (EPA) request public comments <br />regarding (the modifications to a State (DHS) and Federal <br />(EPA) Closure Plan. Proposed modifications improve rainwater <br />drainage from the facility and improve groundwater monitoring. <br />Forward Inc. is located on 157 acres in eastern San Joaquin <br />County, approximately three miles east of Stockton. This <br />facility consists of numerous landfill units and a recycling <br />center. Waste Management Unit A (WMU A) is the only part of <br />the facility where hazardous waste was deposited. This unit <br />is a simple landfill, approximately eight acres, consisting of <br />four lined trenches into which small amounts of hazardous <br />waste were placed until October of 1984. This waste included <br />soils contaminated with solvents, chromium, copper, lead, <br />vanadium pentoxide catalyst, and drilling muds. <br />The approved Closure Plan details the maintenance and <br />construction of the cap and cover system. In addition, the <br />Closure Plan contains a hydrogeologic assessment of the area <br />and makes provisions for a groundwater monitoring system. <br />Proposed modifications to the plan after the drainage pattern <br />to eliminate ponding of the water on the landfill. <br />In addition, vadose (the unsaturated layer of earth above the <br />water table) zone monitoring has been deemed infeasible by the <br />Department because installation of devices may damage the <br />landfill liner. For this reason, three additional groundwater <br />monitoring wells will be installed in lieu of soil monitoring <br />directly beneath the landfill. This should improve the <br />effectiveness of the overall monitoring system. <br />The approved DHS and EPA Closure Plan, along with the <br />proposed modifications is available for public review between <br />the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday <br />at the addresses below. Further information and/or copies of <br />a Fact Sheet describing the approved Closure Plan <br />modifications maybe obtained from DHS or EPA personnel listed <br />below. <br />
