U:
0 •
9Betac4ssociates
Consultants in Waste Management, Environmental Control and the Geotechnical Sciences
California Regional Water Quality Control Board
Central Valley Region
3201 S Street
Sacramento, California 95816-7090
Attention:_ Mr.. Ti.m9thy Crandall
Subject: Time Schedule -Correction of Deficiencies
Forward Landfill
San Joaquin County
Dear Mr. Crandall:
December 12, 1986
Project 116-4.5
lgcrolveO
DEC 2 3 1986,
ENVIROMENTAL HEALTH
PERMIT/SERVICES
A comple-te site inspection was conducted by Beta Associates on December 9,
1986, to evaluate the problems described in recent Regional Board site
inspection reports. The following schedule is proposed -for correction of
the deficiencies at the subject site.
ttoni Loring Wells
In addition to the following repair work, all monitoring wells will be
equipped with metal identification plates. The wells will be resurveyed
when the repair work is completed. Metal posts will be installed next to
the wells to protect against further damage to the wells. An all-weather
access road and a concrete pad will be provided at each well for access
during pumping for well development and sampling.
All wells that can not be brought into compliance with current: regulations,
or that were constructed with excessive screen lengths, will be replaced on
a time schedul'e to be approved by the Central Valley Regional Water Quality
Control Board. `,..We propose that the unacceptable wells be replaced at the
rata of three to``your per year. The deficient wells"will be properly
closed as the corre'spondi.ng replacement well is constructed. Fach new well
wil! be -surveyed to determine location and elevation.
We would like to meet with representatives of the Regional Water Quality
Control Board before any well construction or abandonment begins to discuss
the proceedures to be followed so that all. work procedes in compliance with
current state and local regulations.
1365 Vander Way 0 San Jose, California 95112 0 (408) 295-7483
