a i INFORMATION SHEET _ — <br /> Forward Inc..Forward Landfill <br /> San Joaquin County <br /> Forward,Inc. owns and operates a waste management facility on Austin Road,seven miles <br /> southeast of the City of Stockton. The south fork of Littlejohn Creek traverses the southern <br /> portion of the 157-acre site. There are 21 existing or proposed waste management units (WMUs) <br /> at the facility. Inactive units include three Class III landfill WMUs with interim cover and one <br /> Class I landfill (WMU A,formerly a Class II-1 unit) closed under an EPA, DTSC and Board <br /> approved closure plan. This Order reclassifies landfill WMU D-93 and future units in WMUs D <br /> and H as Class II landfills. <br /> Closure of WMU A consists of a foundation layer which will bring existing slopes up to a <br /> minimum of 3 percent grade,a two-foot thick clay cap, an 18-inch thick vegetative layer, and a <br /> culvert runoff collection system around the eight acre unit. Material used for the foundation layer <br /> includes waste such as contaminated soils with constituent concentrations below hazardous or <br /> designated levels. <br /> The monitoring network around WMU A currently consists of seven downgradient wells and a <br /> lysimeter under the eastern portion of the unit. Ground water contamination has been identified <br /> downgradient from / complex. <br /> Active WMUs at the facility incle Class III landfills,one interim Class 11 surface impoundment <br /> for landfill leachate constructed to Chapter 15 standards,and one Class H land treatment unit for <br /> petroleum contaminated soils. A Class II landfill dedicated to coal ash disposal is also operated at <br /> the facility. <br /> The older Class III landfill units are lined with four feet of compacted clay. These units are <br /> designed so that a portion of their volume is isolated from acidic landfill leachate. This allows for <br /> disposal of waste such as contaminated soil which is not a `designated waste' based on results of a <br /> Waste Extraction Test using deionized water,rather than the standard citrate buffer. <br /> The newer Class II landfill units beginning with WMU D-93 include composite liners with two feet <br /> of compacted clay and 60-mil HDPE.These units are designed and constructed in compliance with <br /> the Chapter 15 requirements for Class II landfills and Order No.93-200 implementing federal <br /> Subtitle D standards. <br /> SER <br />
