Box 6336 <br /> Stockton, CA 95206 <br /> FOR WARD LANDFILL,SAN JOAQUIN COUNTY(Case No. 2209) <br /> I have reviewed the construction quality assurance report dated 20 November 1998 prepared by Vector <br /> Engineering for the D-94 landfill extension construction. The report documents the construction of about <br /> one acre of landfill liner. This new liner extended portions of the existing D-94 and D-97 liners from an <br /> elevation of 80 feet up to 110 feet. The liner overlies portions of landfill units D-88 and D-89. The <br /> construction included ai engineered subgrade, geosynthetic clay liner, geomembrane, and geosynthetic <br /> drainage net. <br /> Vector Engineering reported that the D94 extension liner was built in compliance with applicable <br /> regulations, construction drawings,technical specifications, and construction quality assurance manual. <br /> Based on Vector's report and supporting design documents,the D94 landfill extension is approved for <br /> waste discharge operations in accordance with the facility's waste discharge requirements. <br /> If you have any questions,please call me at(916) 255-3131. <br /> STEVE E.
