Box 6336 <br /> Stockton_ CA 95206 <br /> FORWARD LANDFILL,SAN JOA 0UIN COUNTY(Case No. 2209) <br /> I have reviewed the January 1999 construction quality assurance (CQA)report prepared by Vector <br /> Engineering for the D98 landfill and D94 landfill extension construction. The report documents the <br /> construction of 5.5 acres of landfill liner including 2.3 acres of base liner and 3.2 acres of sidewall liner. <br /> A portion of the sidewall liner(the D94 landfill extension)that raised the existing D94 and D97 liners <br /> from an elevation of 80 feet up to 110 feet was previously approved in our 25 November 1998 letter. <br /> Construction for the D98 landfill included engineered subgrade fill, admixing selected native soils with <br /> imported clay, compacted clay for the base liner, geosynthetic clay liner on sidewalls, geomembrane, <br /> granular drainage layer, geosynthetic drainage net, geotextile and operations layer. A temporary sump <br /> was installed at the western edge of the unit pending future expansion to the west. The CQA report <br /> containe-d observations,test results, and component certifications for all phases of construction. The <br /> CQA data tables show areas with failing tests were reworked and retested until specifications were met. <br /> Vector Engineering certified that the construction was done in general accordance with Title 27 and the <br /> project's construction drawings,technical specifications, and construction quality assurance manual. <br /> Based on Vector's report, supporting design documents, and our facility inspections,the D98 landfill <br /> and D9^—. landfill extension are approved for waste discharge operations in accordance with the facility's <br /> waste discharge requirements. <br /> If you have any questions,please call me at(916) 255-3131. <br /> STEVE E.
