Box 6336 <br /> Stockton, CA 95206 <br /> FORWARD LANDFILL,SAN JOAQUIN COUNTY(Case No. 2209) <br /> I have reviewed your 2 April 1999 letter about renewing waste discharge operations in WMU B. The <br /> facility's Waste Discharge Requirements (WDRs) Order No. 97-141 describe WMU B as an existing <br /> unlined Class III landfill unit constructed.in 1978 that has been temporarily inactive since 1986. An <br /> estimated 500,000 eubic yards of airspace remain in the unit. At issue is whether additional <br /> nonhazardous solid wastes can be discharge to the unlined unit and maintain compliance with the <br /> WDRs. <br /> Previous conceptual designs showed the liner system from the adjacent Class II landfill units would be <br /> extended over WMU B prior to additional waste discharge. Your letter presents an alternative <br /> conceptual plan to fill WMU B without using'interface liners. Separation of wastes between the Class II <br /> and Class III units would be achieved by sloping the nonhazardous solid waste in WMU B back over the <br /> liners in the adjacent Class II units.No designated wastes would be allowed above or east of this slope <br /> face. <br /> Your alternative plan also calls for filling WMU B within 18 to 24 months and placing interim cover as <br /> soon as final grades are achieved. Final cover construction would begin within 365 days of filling <br /> WMU B. A landfill gas extraction system would then be installed if necessary. <br /> Based on my review of the WDRs,the plan to fill WMU B and omit the interface liner does not <br /> contradict the facility's WDRs. Therefore, I concur with your proposal with the following modifications. <br /> The toe of the unlined interface slope in the Class II units must terminate below the top of the Subtitle D <br /> liner system. Revised grading plans should be submitted to show how this will be accomplished in the <br /> field. The grading pians must also include final exterior slopes to ensure consistency with the closure <br /> plans. Landfill stability calculations should be reviewed and revised if necessary. <br /> Interim or intermediate cover over new waste along the top and exterior slopes of WMU B should be <br /> thick enough to minimize rainfall infiltration. Although Title 27 allows a minimum thickness of 12 <br /> inches for interim cover, Forward should consider placing a minimum of 24 inches to ensure adequate <br /> protection from precipitation. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
