Mr. Kevin Basso is -2 - 18 May 1999 <br /> The schedule for filling WMU B covers approximately two years from the summer of 1999 to the <br /> summer of 2001. The schedule includes a provision to allow final cover construction to start a year later, <br /> possibly as late as 2002. I would prefer to see final cover placement started no later than the 2001 <br /> construction season and sooner if the unit is filled earlier. Forward should ensure that final partial <br /> closure plans and regulatory approvals are in place to accommodate this expedited schedule. If waste <br /> discharge rates slow down and WMU B is not filled by the summer of 2001, we can discuss alternative <br /> closure schedules at that time. The goal,however, remains to fill WMU B and place final cover as <br /> quickly as feasible. <br /> In summary,please submit new grading plans by 1 July 1999 that show how WMU B and the adjacent <br /> Class II units will be filled. The grading pans should show details of the boundary between the <br /> nonhazardous solid waste, designated waste, and the existing interface liner system. The grading plans <br /> should also be consistent with the preliminary and/or final closure plans for the exterior slopes. <br /> A partial final closure plans should also be submitted to fulfill the requirements of Title 27. Since these <br /> final plans should be submitted to the agencies two years prior to closure construction,the plans should <br /> be submitted as soon as practical, but no later than 1 September 1999. The plans should include the <br /> appropriate stability calculations and any revisions required by the WMU B fill plan. <br /> Forward may start:waste discharge operations in WMU B now, but you should ensure that fill is placed <br /> in a manner consistent with the conceptual fill plan and the modifications imposed above. The California <br /> Integrated Waste Management Board may have additional requirements and you should contact that <br /> agency prior to filling WMU B.
