Complaint Investigation Summary
Report #: 5105
COMPLAINT ID: C00054930 Site Location: 2701 E CHEROKEE RD
Activity Summary
Activity Date Recorded by
07/22/2022 Spoke with Eric A about site. He said that he spoke with Sara Garcia about it and SANGALANG
that she may have found something but it was not specified what that was. I had
initially emailed Sara last week and emailed her again this week for an update.
She told me that she was still doing her research and would let me know when
she had info on it.
07/26/2022 Reviewed the complaint to see if there is any new information since the homeless SUSZYCKI
strike for meeting and saw that there wasn't.
Called Sara Garcia for an update. Sara told me that she has been unable to
determine ownership of the property, but she is asking one of her contacts with the
state for assistance.
Sent an email to Warren Alford at Cal Trans asking for help to determine who
owns the property. Warren got back to me and said that he would ask his survey
people to look into it.
08/02/2022 Email from Sara Garcia. She was not able to find an owner for the parcel. She
also was in contact with CVFPB - Angeles Caliso, who also came up with the
same findings as Diana Garafalo. I emailed Steven and Zoey to ask for guidance
regarding ERT process. Zoey stated that we can still use the ERT process, but
also asked which Department would "carry it forward."
SANGALANG
08/05/2022 Email from Dennis B. He is on site this morning; he said that there is more people SANGALANG
and motorhomes coming onto the parcel as he was typing.
Sent email to ERT group to try to set up inspection for Tuesday, August 9.
Received call from complainant who lives on the street. (C) called a while back
and nothing has happened yet. I explained to her that I was told by SO and
CVFPB. I told that I am trying to set up an inspection for Tuesday.
She says that a "Mr. Wilson" who lives on Bacon St. has been renting out the land
to the homeless. She didn't have much information about Mr. Wilson except that
he lives on Bacon St.
I checked the properties on Bacon St. using Parcel Viewer but no Wilson comes
up as an owner.
Dennis called me. He asked about the ownership of the property. He said that
there is a county gate at the end of Belle Ave. that leads onto the property.
Emailed Yessica Ramirez of CA State Lands Commission for help in determining
the ownership of the property.
08/09/2022 Visited the location with Sheriffs deputies, Code Enforcement, and Dennis SUSZYCKI
Buettner from Behavioral Health. Observed 20 people, 6 dogs, 1 pig, and 1 cat.
Noted 6 recreational vehicles / trailers, 12 tents / structures, and 7 cars.
Drug and alcohol use was prevalent. Sewage from at least 1 recreational vehicle
was being drained into an open pit, several fires were actively lit. Other fire
potential cam from at least two different structures with solar panels that had
hazardous wiring. Large amounts of trash and various types of hazardous waste
were present. Animal feces was throughout the area, along with a foul odor.
08/09/2022 Called one of the complainants at let them know that we are going forward with SUSZYCKI
the ERT process and hopefully will have the camp cleaned-up in about two weeks.
5105.rpt
