Called Christopher Magro (Director <br />of Marina Operations at Stockton Downtown Marina) at 323-613-5521. <br />Christopher reported that marina personnel deployed hard boom and absorbent <br />pads and are currently still on water. <br />Went to spill site with Fred Ernest (SJC EHS) and met with Christopher. Observed <br />oily build-up on waters surface in surrounding slips C6, C7, C8, and C9. Observed <br />sheen on the waters surface in slips C3, C11, and C4. Christopher reported that <br />he also reported the spill Fish and Wildlife and provided the contact information: <br />Ryan Rodriguez (Warden at California Department of Fish and Wildlife — <br />408-210-3882). Christopher provided the following responsible party information: <br />Phillip DeVaughn, 209-993-6808,71 10th St, Apt 210, Oakland, CA 94607. Called <br />Phillip and discussed the cleanup process and the Notice to Abate. Phillip <br />provided his email address: pddevaughn@gmail.com. <br />2:22 PM Warden Ryan sent me a text. He said he was on scene and asked if I <br />could guide him to the spill site. Ryan assessed the spill. He determined he would <br />not be returning to the spill site because he felt it was not deemed necessary. <br />This complaint was initially generated by the front counter. Added responsible <br />party information to the complaint on Envision Connect. <br />Generated Notice to Abate. <br />04/27/2021 Received Update from Officer Ryan Rodriguez (CDFVV). He reported that <br />Christopher ended up purchasing sorbents from an automotive shop so he can <br />stay proactive on the fuel recovery. The owner of the vessel, Phillip DeVaughn, <br />brought in additional sorbents yesterday (4-26-21) evening. <br />Called Christopher (Chris) Magro to provide Household Hazardous Waste (HHW) <br />contact information and hours of operation. Chris reported that Phillip DeVaughn <br />will be taking the waste to HHW. <br />Called Phillip DeVaughn but it went straight to voicemail. Left message with HHW <br />information. <br />05/04/2021 Received disposal certificate from Chris Magro <cmagro@asmstockton.com> at <br />9:35 PM on 5-3-2021. The certificate did not include a weight, only reported 2 <br />gallons of "diesel cleanup material".
