Complaint Investigation Summary Report #. 5105 <br />COMPLAINT ID: CO5FPDOM1 Site Location: 1535 E PESCADERO AVE <br />Activity Summary <br />Activity Date Recorded by <br />10/07/2022 Called City of Tracy to inform them of a potential release into an oil-water PRESTO <br />separator, left a voicemail. Called Ancon to check on if clean up has been <br />completed. Per Roger, clean up completed around 3am, four 55-gallon drums of <br />solid clean up debris and one 55-gallon drum of waste diesel fuel were generated <br />and left on site for profiling. <br />Received a page from the front desk. Received a phone call from Rameen who <br />was getting more information on the spill report 22-5904 for 600-gallons at 1395 E <br />Pescadero. Called and Rameen is with CalEPA. Discussed with her that I was <br />going out today to check on the 600-gallon release as well as another release that <br />was reported the same day a little down the street. The suspected responsible <br />party for the 600-gallon release was listed as Wire C Trucking and the next spill <br />report was for YRC Trucking. Similar sounding phonetically which could have been <br />a misinterpretation on the CalOES side. Informed her that they may be related <br />releases and our afterhours inspector did not observe any releases the 1395 E <br />Pescadero but release was observed at 1535 E Pescadero. <br />Arrived on site with Yohandrys Aguilar, Senior Maintenance Worker at City of <br />Tracy Public Works Department. We inspected CalOES 22-5904 spill report at <br />1395 E Pescadero Ave together and went to YRC together after to inspect <br />potential storm drain/ oil-water separator release. Met with Dan Lertora, YRC <br />Safety who walked us to the release location. Chris Roy, the manager is at their <br />Hayward location this morning but he was at the release at midnight and can call <br />Chris for any questions. Walked to the shop and the release occured at Bay 5. <br />The shop is where trucks get gas and can wash their windshields. YRC installed a <br />meter to split gas from YRC and Reddaway. Per Dan though both companies fall <br />under Yellow, they have to separate each business now for tax purposes so they <br />have designated Bays for YRC and Reddaway. YRC is Bays 1-4 and Bays 5-6 are <br />for Reddaway. the release at Bay 5 occu red due to a gasket at their meter to <br />separate the YRC from Reddaway. The gasket and piping on the meter were <br />repaired and clean up of the release was cleaned with absorbent by ANCON. <br />Asked Dan if he was aware how much released. He said about 75 gallons as the <br />pipes above hold approximately 75-100 gallons. Asked him about the oil-water <br />separator. We walked to the oil-water separator but could not open the inside. Per <br />Dan the strip drain was cleaned out by ANCON. Dan called Chris and she stated <br />that the release never reached the oil water separator and the strip drain is dry <br />leading to the oil-water separator. Per Chris the strip drain is angled toward the <br />oil-water separator and can be seen dry at the last two Bays closest to the <br />oil-water separator. Observed liquid ending at Bay 6. The rest of the strip drain at <br />Bay 6 and down is dry. Asked Dan about a 600-gallon release that was reported <br />before their 75-gallon release was reported. Per Dan he believes and employee or <br />driver misreported the amount to CalOES but the release could not have been <br />more than 100-gallons from their Bay due to the amount of fuel the pipes in the <br />Bays hold. <br />Called Rameen with CalEPA and provided her an update on the releases reported <br />at E Pescadero. Informed her that the 600-gallon diesel release could not be <br />verified and the 75-gallon was cleaned and per YRC believes the 600-gallon was <br />mireported by an employee or driver. Called Fish and Wildlife and spoke with <br />Warden Trish Yamaguchi and discussed with her the same information as was <br />discussed with Rameen. <br />10/07/2022 Telephone ER update with REHS Carol Presto to verify clean up. NSO <br />10/10/2022 Entered narrative information from 10/7/2022. Saved photos into shared drive, PRESTO <br />generated contact sheet, full page photos and photographic log. Printed and gave <br />to area inspector with spill report received from clerical on Friday. <br />5105 rpt Page 2 of 3
