The cause of the release was due to a faulty <br />saddle tank. Verified surface clean up, completed adequately. Observed staining and <br />sheen inside the impacted storm drain. Based on the existing storm site map, <br />verified which drains are immediately down gradient from the impacted drain. <br />PARC was not able to open the storm drain immediately downgradient from the <br />impacted drain, but was able to open the next drain over and downstream. <br />Delivered a copy of the notice to abate to the manager on site since the notice to <br />obey that was emailed yesterday came back undeliverable. The manager on duty <br />was Daniel Leonhard and he receive a copy of the notice to abate. Let Daniel <br />know that I am on site to verify a storm drain clean out and I will need disposal <br />records. Observed PARC Environmental pressure wash the storm drain where the <br />diesel had entered and flush the line between the impacted storm drain and the <br />downstream drain that had no impact of diesel. Rinse liquid was recovered and <br />placed in a tote pending disposal. After the flush some sheen was still observed <br />on the water inside the most downstream storm drain, let Mr. Gutierrez know that I <br />can't call the storm drain clean up as adequate with the presence of sheen.
