Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COTYMEENV Site Location: 1501 N JACK TONE RD, RIPON, CA <br />Activity Summary <br />Activity Date Recorded by <br />10/12/2021 1:18 AM received a page from the SJC General Hospital. Called hospital operator MANZO <br />at 468-6000 and obtained spill information for facility located at 1501 Jack Tone <br />Rd., Ripon California. Eric Morton with Broadband (530-518-3437) is reporting a <br />diesel spill. Called Eric Morton, who reported that a truck driver spilled diesel last <br />night from a damaged saddle tank and left the site. Approximately 100 feet of <br />asphalt was impacted (-15 gallons of diesel was released). According to Eric, no <br />drains were impacted. Store applied absorbent to contain the spill. The store's <br />manager contact is 209-599-4141. Eric does not have the store manager's name. <br />Eric also provided PARC Environmental' s contact information. Called Javier <br />Gutierrez with PARC Environmental at 559-728-3303, Javier is reporting that the <br />spill came from a damaged truck saddle tank, and approximately 100 to 120 feet <br />of parking lot asphalt was impacted. Javier said that there is a storm drain nearby, <br />however he believes no diesel went inside the storm drain. Asked to verify if the <br />storm was impacted. Javier indicated that he will verify if the storm drain was <br />impacted and will call me back. Called the store manager Mr. Navdeep Singh at <br />209-614-5616, provided my contact information and asked if he knows if any <br />storm drains were impacted. Mr. Singh indicated that this spill occurred between <br />6:30 pm to 7 PM last night and no storm drains were impacted; according to Mr. <br />Singh, the county was notified last night. Let Mr. Singh know that I was on call and <br />I did not receive any spill notifications. Mr. Singh confirmed that Flying J will be the <br />responsible party paying for the clean up, he provided the following email address <br />for the notice to abate travel center.618@pilottravelcenters.com. <br />1:53 AM called spill cleanup contractor Mr. Gutierrez who indicated that he is <br />nearly done with the surface clean up and he generated two drums of waste <br />absorbent. Received several photos from Mr. Gutierrez, which show that diesel <br />had entered the nearby storm drain. Called Mr. Gutierrez to let him know that the <br />impacted storm drain will need to be addressed. Called and let Mr. Singh know <br />that the storm drain has been impacted after all, and that I will be issuing a notice <br />to abate. Generated a complaint. Generated a notice to abate. Emailed the notice <br />to Abbe to travelcenter.618@pilottravelcenter.com and <br />JOEY.CUPP@PILOTTRACELCENTERS.COM (CERS emergency contact). <br />Spoke with Mr. Gutierrez with PARC Environmental concerning further clean up. <br />He indicated that he's done with the cleanup for today and will be returning <br />tomorrow morning to finalize storm drain clean out. Let Mr. Gutierrez know that I <br />will be on site to verify storm drain clean out. <br />10/14/2021 Received a call from Aric Morton with Broadband asking what are EHD <br />requirements for further clean up, let him know the situation that after the storm <br />drain clean up i still saw sheen and couldn't call the clean up as complete. He will <br />email me a request so i can send something to him in witting to that effect. <br />10/14/2021 Received an email from Aric Morton <aricm@broadbentinc.com>: "Thanks for <br />taking my call today. I just wanted to follow-up with you regarding flushing of <br />laterals at FJ 618 due to the 10/11/12 diesel spill. PARC's initial efforts at flushing <br />the laterals resulted in a visual sheen still being observed if my understanding is <br />correct. The presence of sheen is preventing sign-off of cleanup efforts. There <br />were also some issues with removal of a grate for inspection.
