<br />The following fire hazards were observed: fire pits, BBQ grill, multiple propane tanks. These items were near flammable tents,
<br />junk, and debris.
<br />HEALTH/ ENVIRONMENT
<br />1.0 Excessive quantities/accumulation of junk, debris, garbage, dead organic matter, or litter:
<br />There is a lot of junk, debris, and garbage in and around the encampment tents.
<br />2.0 Uncontrolled presence of needles, human or animal waste, or other hazardous materials and waste:
<br />The following hazardous materials were observed: multiple propane tanks, gasoline canisters, and a large 15 gallon container
<br />labeled as foaming yellow wax with a "danger" label on it, and a large 15 gallon container labeled as "presoak" with a
<br />"danger" label on it.
<br />3.0 Vector Infestation (rodent harborages, rodent droppings, fleas, stagnant water) :
<br />No.
<br />4.0 Other active health hazards to occupants or to surrounding neighborhood (communicable disease outbreak, lack of
<br />adequate ventilation/space, air pollution (burning garbage):
<br />There were fire pits and a barbeque observed but not clear whether items burned would result in air pollution.
<br />5.0 Water pollution (chemicals, sewage, garbage into waterway) :
<br />Because the encampment is on top of and on the water side of a levee, wind or rain is likely to cause the garbage, debris,
<br />hazardous materials, and sewage at the encampment to flow into the waterway, but water pollution directly from this
<br />encampment was not observed at time of inspection.
<br />LOCATION
<br />1.0 Proximity to community resources including, but not limited to, schools, health centers, senior centers, and recreational
<br />areas, etc.:
<br />Rio Calaveras Elementary is about 3,000 ft away and the encampment is nearly behind an athletic club that includes outdoor
<br />tennis, swimming etc.
<br />2.0 Preventing public access as allowed by law (e.g. blocking a sidewalk):
<br />The public bike trail runs through the area, but the encampment was not blocking the trail at the time of inspection. The close
<br />proximity of the encampment to the public trail may be deterring public use of the trail.
<br />3.0 Encampment obstructs imminent work scheduled for the site or obstructs drainage facilities:
<br />The encampment tents, structures, tarps, and debris are covering areas of the levee which hinders Public Works' and CVFPB's
<br />inspection of the levee crown and slopes. A levee Is an engineered device to prevent water flow, and if it is damaged it
<br />creates an imminent risk to nearby homes, businesses, roads etc. Visual obstruction of the levee hinders necessary safety
<br />inspections.
<br />4.0 Damage to environmentally critical areas (damage to fisheries, critical habitat):
<br />The Calaveras River which is below the encampment flows directly into the Delta, which is a recognized critical habitat for fish and
<br />birds.
<br />5.0 Neighborhood impacts:
<br />EHD received a complaint stating that encampment occupants have been hostile towards business owners and residents near the
<br />encampment. CVFPB has received complaints regarding safety concerns for the public along the bike trail, people loitering
<br />near or around the encampment, fires, and the visual impacts of the encampment negatively impacting neighboring homes
<br />and businesses.
<br />6.0 Length of time at the location (and size of encampment):
<br />At least a year and half, about 6-8 occupants.
<br />7.0 Damage to public infrastructure:
<br />The encampment residents have dug into the levee, possibly on the crown under the tents and as observed on the waterside
<br />slope of the levee. The levee is public infrastructure and digging into it at all is damage that can cause levee failure.
